Project Context and Scope

<span><strong>Duty Station of the Consultancy:</strong> Remote and working with<strong>&nbsp;</strong>IOM Regional Office for MENA-&nbsp;Cairo, Egypt.&nbsp;</span>&nbsp;

<span><strong>Duration of Consultancy:</strong> Three (3)</span><span> months starting from July till September 2026, subject to the medical clearance.</span>

<span><strong>Project Context and Scope:&nbsp;</strong></span><i><span>&nbsp;&nbsp;</span></i><span>Communities across North Africa are increasingly exposed to climate change, environmental degradation, and related livelihood stressors, which in turn influence patterns of human mobility, including seasonal and circular labour mobility, voluntary immobility, and rural–urban movement. In response, local actors – including cooperatives, women’s groups, youth initiatives, informal livelihood networks, and community</span><span>‑</span><span>based organisations&nbsp;– are developing locally grounded, climate</span><span>‑</span><span>adapted livelihood strategies that strengthen resilience at community level.&nbsp;</span>&nbsp;<span>Despite the centrality of these locally led efforts, evidence on local ownership in climate</span><span>‑</span><span>adapted livelihood systems remains fragmented and insufficiently reflected in national adaptation, development, and migration governance frameworks. In particular, there is limited consolidated analysis on how community</span><span>‑</span><span>driven livelihood strategies interact with human mobility outcomes and how these dynamics are addressed within policy processes.&nbsp;</span>&nbsp;<span>Within this context, the Climate Change and Migration Data (CCMD) Programme seeks to commission an International Research Consultant to conduct a multi</span><span>‑</span><span>country qualitative study across North Africa, covering Egypt, Libya, Tunisia, Algeria, Morocco, and Sudan. The consultancy will generate comparative evidence on locally owned climate</span><span>‑</span><span>adapted livelihood systems, map key grassroots actors, and analyze the interaction between livelihood adaptation and mobility dynamics, with a view to informing climate</span><span>‑</span><span>mobility</span><span>‑</span><span>sensitive policy and programming.&nbsp;</span>&nbsp;

Tasks to be performed under this contract

Education

Advanced university degree (Master’s or higher) in migration studies, climate change, environmental governance, development studies, public policy, or a related field&nbsp;

Experience

Minimum 5–7 years of relevant professional experience in applied research, policy analysis, or programme‑related analysis on climate change, livelihoods, migration, or human mobility&nbsp;

Demonstrated experience conducting qualitative, multi‑country or regional studies&nbsp;

Familiarity with climate adaptation frameworks, localization approaches, and community‑based programming&nbsp; &nbsp; &nbsp;

Prior experience working with IOM or other UN agencies is a strong asset

Skills

Strong analytical writing and synthesis skills&nbsp;

Proven ability to handle complex, cross‑sectoral thematic analysis&nbsp;

Experience with qualitative data collection and stakeholder engagement&nbsp;

Ability to work independently and deliver outputs under tight timelines&nbsp;

Languages

For this consultancy, The consultant is required to be fluent in English; good knowledge in Arabic &amp; French are an advantage.

Travel required

Travel&nbsp;is not required.

Notes

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.&nbsp;
