Project Context and Scope

<span><strong>Duty Station of the Consultancy:</strong> Remote and working with<strong>&nbsp;</strong>IOM Regional Office for MENA-&nbsp;Cairo, Egypt.&nbsp;</span>&nbsp;

<span><strong>Duration of Consultancy:</strong> Three (3)</span><span> months starting from July till September 2026, subject to the medical clearance.</span>

<span><strong>Project Context and Scope:&nbsp;</strong></span><i><span>&nbsp;&nbsp;</span></i><span>Governments across North Africa are increasingly confronted with the complex and interlinked challenges of climate change, environmental degradation, disaster risk, and human mobility. Despite the existence of national climate strategies, disaster risk management frameworks, development plans, and migration policies, linkages between climate risk governance, early warning systems, anticipatory action, and human mobility remain unevenly integrated and insufficiently systematized at the regional level.</span><span>Through the Climate Change and Migration Data (CCMD) Programme and the Migration, Environment and Climate Change (MECC) Initiative, IOM has supported the generation of a substantial body of country-level evidence on climate-related human mobility, including MECC country studies, DTM analyses, climate vulnerability assessments, and policy mapping exercises. However, these outputs remain fragmented across countries and thematic areas, limiting their collective utility for informing coherent regional policy dialogue and programmatic design.</span><span>Within this context, IOM MENA seeks to engage a Regional Research &amp; Policy Consultant to consolidate, synthesize, and systematize existing policies, legal frameworks, and evidence on climate change and human mobility across North Africa. The consultancy will deliver a regional synthesis that strengthens policy coherence, identifies shared governance patterns and entry points, and supports CCMD programmatic outcomes, UN cooperation frameworks (UNSDCFs, CCAs), and future programme development.</span><span>The Consultant will work under the overall supervision of Regional thematic specialist (Data and Research)&nbsp; the Regional Office for the Middle East and North Africa, in close coordination with the Regional Data Hub (RDH) and Climate Action &amp; Mobility Division (CAD) , the CCMD programme team, and IOM Country Offices in North Africa.</span>

Tasks to be performed under this contract

Education

Advanced university degree (master’s or higher) in migration studies, public policy, climate change, environmental governance, development studies, law, or a related field.

Experience

Minimum 8–10 years of relevant professional experience in policy analysis, governance mapping, or applied research related to migration, climate change, DRM, or development

Demonstrated experience producing regional or multi-country analytical reports

Proven familiarity with UN policy processes, including UNSDCF and CCA frameworks

Experience working with or for UN agencies, particularly IOM, is a strong asset

Skills

Strong analytical writing and synthesis skills

Proven ability to manage complex, cross-sectoral policy material

Familiarity with climate risk, early warning systems, anticipatory action, and human mobility linkages

Ability to work independently while coordinating effectively with multiple stakeholders

Languages

For this consultancy, The consultant is required to be fluent in English; good knowledge in Arabic &amp; French are an advantage.

Travel required

Travel&nbsp;is not required.

Notes

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.&nbsp;
