Organizational Context and Scope

Under the overall supervision of the Chief of Mission, technical supervision of the Senior Resources Management Officer and the direct supervision of the Localization and Partnership Officer, the successful candidate will be responsible for coordinating and implementing the

assigned Implementing Partners (IPs) aspects for sound, transparent, reliable, and accountable

IPs’ financial resources management.

Implementing Partner (IP) Selection

Participate in systems and processes review for implementing partners (IPs), budget review, financial review, risk mitigation procedures and other IP processes.

&nbsp;As appropriate, represent Resource Management Unit (RMU) in the Implementing PartnerSelection Committees (IPSCs).

Implementing Partner (IP) Budgets

Participate in the review IP budgets for reasonableness, accuracy, compliance with IOM and donor rules and regulations.

Support in the development of benchmark costs for IP staff and office costs which will be used as a reference for Implementing Partner budget reviews.

Maintain close contacts with Programs in reviewing IP narrative and budget proposals, verifying reasonableness of budget line items and unit costs, reflecting prevailing market conditions.

Implementing Partner (IP) Capacity Assessment

Participate in IP capacity and due diligence assessments.

Maintain an archive for all IP capacity assessment reports.

Provide support to IPs to build capacity in financial systems, clarify IOM’s procedures and expectations and exchange ideas on challenges being encountered and possible solutions.

Support initiatives and recommendations to strengthen the Localization and Partnership Unit and to build the capacity of staff, including providing training guidance to other staff.

Implementing Partner (IP) Spot-checks

Support the Localization and Partnership Officer in maintaining an annual spot-check plan covering all active projects with IPs.

Participate in midterm and final project spot-checks of original financial documents.

Maintain an archive of all spot-check reports.

Implementing Partner (IP) Procurement

Review IP tender announcements ensuring sufficient relevant information, requirements andspecifications are duly published and that the tender announcement is widely advertised inpertinent platforms and locations to receive quality bid applications.

Witness IPs’ tender opening and evaluation process, if required.

&nbsp;

Implementing Partner (IP) Fraud Awareness

Recommend mechanisms to prevent fraud and corruption among IPs.

Work to create awareness among Ips on available fraud reporting channels.

&nbsp;

Implementing Partner (IP) Financial Management

Serve as the focal person to ensure all supporting documents of IPs are received and properly archived for future audit purposes.

Participate in the review IP financial report to ensure completeness and compliance with the requirements as outlined in the Partnership Implementation Agreement

Perform such other duties as may be assigned.

Education

Master’s degree in business administration, Economics, Accounting, or a related field from an accredited academic institution ; or

University degree in the above fields with two years of relevant professional experience.

Professional certification as chartered accountant (CA) or certified public accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) will be a distinct advantage.&nbsp;&nbsp;

Accredited Universities are those listed in the&nbsp;<a href="https://whed.net/home.php" target="_blank" rel="noopener noreferrer">UNESCO World Higher Education Database.</a>

Experience

Experience in financial management. Experience in Non-Governmental Organizations (INGOs/NGOs) is an added advantage;

Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and advance knowledge of spreadsheet and database packages;

Proven working experience in compliance processes and procedures&nbsp;

Skills

Knowledge of UN and bilateral donor programming.

Knowledge of financial rules and regulations.

Knowledge of International Public Sector Accounting Standards (IPSAS).&nbsp;

Languages

All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).

For this position, fluency in English and Arabic is required (oral and written).

DESIRABLE

Working knowledge of Kurdish will be an added advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
