Project Context and Scope

<span>Pakistan faces long-standing and complex challenges related to irregular migration, Trafficking in Persons (TIP), and Smuggling of Migrants (SOM). These issues are driven by a multitude of interrelated factors, including socio-economic disparity, limited livelihood opportunities, porous borders, natural disasters, and increasing unemployment, particularly among youth in migration-prone areas such as Punjab. As a result, Pakistan continues to serve as both a source and transit country, with significant irregular outflows to the Gulf, Europe, and other regional destinations via high-risk migration routes.</span><span>In response, the Government of Pakistan (GoP) has undertaken significant efforts to address these challenges. Notably, in 2018, dedicated laws on TIP and SOM were enacted, followed by the launch of the National Action Plan (NAP) 2021–2025, which provides a strategic framework anchored on five core pillars: Prevent, Protect, Pursue, Prosecute and Partnership.</span><span>The project activities include two TIP Coordination Committee workshops and six service delivery sector trainings to strengthen institutional coordination and enhance survivor-centered responses aligned with national frameworks and IOM standards.</span><span><strong>Objectives</strong></span>

To design and deliver two TIP Coordination Committee workshops to strengthen coordination, oversight, and referral mechanisms under the TIP and SOM framework.

To design and deliver six service delivery sector trainings on:

<span>Case management cycle (intake → assessment → planning → implementation → follow-up → closure)</span>

<span>Survivor-centered, gender-responsive, and child-sensitive approaches</span>

<span>Confidentiality, data protection, and secure record-keeping</span>

<span>Identifying and prioritizing needs</span>

<span>Coordination with service providers</span>

<span>Referral pathways and interagency linkages</span>

<span>Follow-up mechanisms and sustainability</span>

<span>Case documentation and reporting</span>

<span>Practical case simulations using real-world scenarios</span>

Scope of Work

<span>TIP Coordination Committee Workshops (2 Workshops – 2 Days Each)</span>

The consultant will:

<span>Design and deliver two 2-day workshops for TIP Coordination Committees.</span>

<span>Strengthen understanding of:</span>

<span>Facilitate structured discussions to identify coordination gaps and propose practical solutions.</span>

<span>Align discussions with the National Action Plan (2021–2025) and existing legal frameworks.</span>

<span>Service Delivery Sector Trainings (6 Trainings – 2 Days Each)</span>

The consultant will design and deliver six 2-day trainings, structured as follows:

<span>Child Protection (two trainings – 2 days each)</span>

<span>Victim interviewing techniques and Return Counselling based on IOM's Return Counseling Toolkit (two trainings – 2 days each)</span>

<span>Case Management Approaches based on IOM's Case Management Guidelines (two trainings – 2 days each)</span>

Each training will include:

<span>Survivor-centered approaches</span>

<span>Do No Harm principles</span>

<span>Gender-responsive and child-safeguarding standards</span>

<span>Practical application exercises</span>

<span>Case-based simulations</span>

The consultant shall use IOM’s official toolkits and guidelines as referenced in the project document.

Organizational Department / Unit to which the Consultant is contributing

The consultant will be contributing to the project – “PX-0629 - Strengthening response to combat trafficking in persons and smuggling of migrants in Pakistan”. The project is managed by Migration Management Department of United Nations – Internation Organization for Migration Pakistan.&nbsp;

Tasks to be performed under this contract

Required Qualifications and Experience

<span>At least 5 years of experience in capacity-building and training delivery related to trafficking in persons, smuggling of migrants, protection, or migration management.</span>

<span>Demonstrated experience in delivering trainings based on:</span>

<span>IOM’s Return Counseling Toolkit</span>

<span>IOM’s Case Management Guidelines</span>

<span>Experience working with government coordination mechanisms.</span>

<span>Strong knowledge of Pakistan’s TIP and SOM legal frameworks.</span>

<span>Proven ability to produce quality training materials and analytical reports.</span>

<span>Demonstrated gender sensitivity and cultural awareness and an ability to integrate these perspectives into content development.</span>

<span>Strong facilitation, curriculum design, and report-writing skills.</span>

<span>Experience working with UN agencies, international NGOs, or national stakeholders in Pakistan.</span>

<span>Ability to deliver content in both English and Urdu.</span>

Languages

For this consultancy, fluency in English and Urdu are required.&nbsp;

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Notes

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy.
