Result of Service

Under the leadership of the Resident Coordinator’s Office (RCO), the consultant is expected to provide the following deliverables: 1. Monthly Deliverables (June–December 2026):

Monthly Progress and Action Reports.

DPG Main meeting documentation and minutes.

Strategic briefs or analytical notes (minimum one per month). 2. Dialogue Specific Deliverables:

Technical‑Level Structured Dialogue Outcome Report.

High‑Level Structured Dialogue Outcome Report. 3. Final Deliverable:

Lessons Learned and Recommendations Report on DPG coordination and dialogue processes.

Duties and Responsibilities

The Development Partners Group (DPG) is the principal coordination mechanism for Development Partners’ engagement with the Government of the United Republic of Tanzania. In preparation for a Technical‑Level Structured Dialogue (TLSD) and a subsequent High‑Level Structured Dialogue (HLSD) between the DPG and the Government, UNRCO, in its Secretariat support role, requires dedicated coordination, analytical and advisory capacity to ensure coherent preparation, structured engagement, effective follow‑up and documentation of results and lessons learned.

The purpose of this consultancy is to coordinate preparations for, implementation of, and post dialogue follow up to both the Technical Level Structured Dialogue and the High Level Structured Dialogue between the DPG and the Government of Tanzania, ensuring effective Secretariat support, consolidated Development Partner positioning, and the delivery of clear, actionable dialogue reports and lessons learned to inform future DPG coordination and engagement processes. The Consultant will report to UN Resident Coordinator as the DPG permanent co-chair.

Within delegated authority, the Consultant will perform the following duties: 1. Coordination of DPG Preparations for Structured Dialogues

Coordinate preparation for, and follow up to, monthly DPG Main meetings, ensuring timely, coherent, and substantive inputs to both the Technical Level Structured Dialogue (TLSD) and the High Level Structured Dialogue (HLSD).

Facilitate strategic alignment and information flow between DPG Working Groups, the DPG Main, and Heads of Missions (HoMs), as required, to support consolidated Development Partner positioning for the dialogues.

Support the DPG Task Force in structured engagement with Government counterparts, including the Ministry of Finance (MoF), National Planning Commission (NPC), and the Ministry of Foreign Affairs and East African Cooperation (MoFAEAC), in preparation for the dialogues.

Provide technical and coordination support to the Joint DPG–Government Secretariat, including alignment of agendas, background documentation, timelines, and follow up actions related to the structured dialogue processes. 2. Technical‑Level Structured Dialogue (TLSD)

Coordinate substantive and logistical preparation for the TLSD.

Consolidate technical inputs and prepare background documentation, presentations, position papers.

Draft the TLSD Outcome Report documenting discussions, agreements, and action points. 3. High‑Level Structured Dialogue (HLSD)

Coordinate substantive preparation for the HLSD.

Develop strategic messages, briefs, and joint narratives.

Draft the HLSD Outcome Report capturing policy messages and commitments. 4. Strategic Analysis and Advisory Support

Develop strategic briefs and analytical notes.

Document innovative practices and lessons learned.

Provide strategic advisory support to DPG leadership. 5. Secretariat Management

Manage structured agendas, meeting minutes, and action trackers.

Qualifications/special skills

Master’s degree in social sciences, economics, international development or a related field. Minimum 5 years of experience in development management, including coordination and effectiveness (is required) Experience working with donors and government counterparts (is required) Experience in global and national debates related to use of national systems to enhance aid and development effectiveness (is desirable) Familiarity with the UNSDCF and joint UN initiatives (is desirable) Familiarity with work processes in Ministries of Finance and government planning institutions (is required)

Languages

Excellent command in English both written and spoken is required.
