How can you make a difference?

Hand hygiene is a simple yet vital public health measure that can reduce diarrhoeal diseases by up to 30% and respiratory infections by 17%. Yet, 1.7 billion people still lack basic hand hygiene services, and over 600 million have no facility at all. The WHO–UNICEF Guidelines on Hand Hygiene in Community Settings, released on October 15, 2025, notes that achieving universal access by 2030 will require rapid acceleration, especially in least developed countries (LDCs). Limited access to water, soap, and alcohol-based hand rubs continue to hinder progress in LDCs. The Guidelines call for sustained investment, policy support, and system strengthening to make hand hygiene accessible in all community settings.

To complement these guidelines, UNICEF has led the development of a Hand Hygiene Implementation Toolkit to provide ministries, implementers, and partners with practical, adaptable guidance to scale effective, inclusive, and sustainable hand hygiene programs in community and school settings. The Toolkit has been drafted and now requires validation through training and testing in diverse country contexts as part of the co-design process.

This consultancy will help to finalize the Implementation Toolkit and support its roll out in person in 2 African countries where UNICEF is programming, as well as its contextualization to school settings. Meanwhile, it will provide technical assistance to country offices on WASH in health care facilities activities, as requested.

This consultancy will complete the following tasks:

Hand Hygiene

•Finalize the Hand Hygiene Implementation Toolkit, including training modules and assessment tool

•Support piloting of the Hand Hygiene Implementation Toolkit through direct support to at least two Country Offices

•Revise the Toolkit, based on input from Country Offices and partners, to prepare for a final public version of the documents

•Develop knowledge/communication products to document the use of the Hand Hygiene Toolkit

WASH in Institutions

•Contextualize the Hand Hygiene Implementation Toolkit for school settings

•Support selected Country Offices in applying the Hand Hygiene Implementation Toolkit in schools

•Support selected countries office (Viet Nam) in SBC concept and framework as well as integrating hand hygiene in the SBC tools

Minimum requirements

<strong>Education:</strong> Advanced university (Master's) degree in Public Health, Environmental Health, Engineering, Social Sciences, Statistics, Economics, or related field.

<strong>Work Experience:</strong> A minimum of 8 years of professional experience in the WASH sector and at least 5 years working on behavior change for hand hygiene.

Prior experience developing curriculum and training content for hand hygiene and WASH in schools programs.

Prior experience on WASH in health care facilities.

Prior experience in training, facilitation for adult learners.

<strong>Skills</strong><strong>:</strong> Proven ability to work under tight deadlines and drive for results.

Demonstrated capacity to work in a dynamic environment coordinating across different teams and sectors.

Prior experience working for the United Nations an added advantage.

Demonstrated experience working in a multicultural environment and demonstrates the core values of UNICEF

<strong>Language Requirements:</strong> Fluency in English required. Conversational Vietnamese preferred.
