TERMS OF REFERENCE
The Government of Turkmenistan has planned to initiate an independent mid-term evaluation (MTE) of the National Action Plan for the Realization of Children’s Rights in Turkmenistan for 2023–2028 (NAPC) in 2026. The purpose of the mid-term evaluation is to provide an independent assessment of the progress made in the implementation of planned measures, evaluate the effectiveness and efficiency of interventions, and determine the extent to which the intended results and outcomes are being achieved.

Education
M&E, Social Sciences, Public Policy, Human Rights or Child Rights, Law, Economics, Statistics, or Development Studies
Work Experience
At least ten years of proven experience in evaluation and programme reviews.
Language Requirements
Excellent written and oral communication skills in English required. Knowledge of Russian will be an asset.
Knowledge/Expertise/Skills
Knowledge of methods and approaches in evaluation.
Experience in applying both quantitative and qualitative methods and ability to effectively communicate data and analysis.
Strong experience in writing reports, documentation to convey programming efforts.
Experience with the ethics of evidence generation; familiarity with ethical safeguards.
Desirables
Experience and knowledge of Central Asia context would be an asset

Remarks
