The Kingdom of Morocco has embarked on an ambitious development trajectory anchored in the New Development Model (NMD), and key reform agendas such as on social protection and advanced regionalization, well aligned with implementation of the 2030 Agenda. The country has positioned itself as a regional leader in climate ambition, digital transformation, financing for development (FfD), including through its active engagement in the Fourth International Conference on Financing for Development (FfD4) and the Compromiso de Sevilla, and South-South and triangular cooperation.
Within this context, UNDP Morocco's Programme is structured around three integrated pillars (Governance, Planet, Prosperity). The Prosperity Pillar focuses on inclusive economic transformation, decent work and employment, social protection, financing for sustainable development, human capital, and the territorialization of the Sustainable Development Goals (SDGs), with a strong emphasis on leaving no one behind and reaching the most vulnerable populations and territories.
To scale up delivery of its inclusive growth portfolio in line with national priorities, UNDP Morocco is recruiting an Inclusive Growth Coordinator at the NPSA-9 level. Under the overall guidance of the Deputy Resident Representative, and under the direct supervision of the Programme Analyst of the Prosperity Pillar, the Coordinator will provide substantive coordination, programmatic and policy advisory support across a portfolio covering inclusive growth, poverty reduction and employment, social protection, health and development, and financing for development, with a particular emphasis on the local and territorial level.
Scope of Work
The Inclusive Growth Coordinator will lead the coordination, technical backstopping and policy positioning of UNDP Morocco's inclusive growth portfolio, ensuring substantive coherence, quality assurance, and integrated programming across thematic areas. The Inclusive Growth Coordinator will work closely with the Programme Analyst of the Prosperity Pillar, Project Managers, Programme Analysts, the and counterparts in Government, the UN Country Team, Development Partners, the private sector, academia and civil society.
Under the overall guidance of the Deputy Resident Representative, and direct supervision of the Programme Analyst of the Prosperity pillar, the Inclusive Growth Coordinator will drive the following key functions:
A. Ensure portfolio coordination, quality assurance and strategic positioning
Coordinate the implementation, monitoring and reporting of the inclusive growth portfolio, ensuring alignment with the Country Programme Document (CPD), the United Nations Sustainable Development Cooperation Framework (UNSDCF), Agenda 2030 and the Sustainable Development Goals and other internationally agreed development goals, the “Nouveau Modèle de Développement” (NMD) and Morocco's national priorities.
Provide substantive backstopping and quality assurance to project managers and analysts working on poverty, employment, private sector development, social protection, health and Financing for Development (FfD), including review of workplans, narrative and financial reports, results frameworks and donor deliverables.
Lead integrated programming across the portfolio, identifying synergies between projects and with the Planet and Governance pillars, and cross-cutting accelerators (digital, innovation, gender, youth).
Contribute to the design of new initiatives and concept notes, including project documents, theories of change, results and resources frameworks, and risk and stakeholder analyses, in line with UNDP's programme and operations policies and procedures (POPP) and Social and Environmental Standards (SES).
- Support the Programme Analyst and senior management in positioning UNDP as a strategic partner of choice on inclusive growth, including by drafting strategic notes, briefings, talking points, op-eds and policy papers for the Resident Representative, the Deputy Resident Representative and the Team Leader. B. Ensure substantive coordination and programming across thematic areas Provide substantive coordination, programmatic and policy advisory support across the thematic scope of the inclusive growth portfolio, ensuring evidence-based, integrated and territorially-grounded programming. The portfolio covers (and are not limited to) the following key thematic areas, with a particular focus on the local and territorial level: Inclusive growth, poverty reduction and inequalities, including multidimensional poverty (MPI), the leaving-no-one-behind (LNOB) agenda, territorial disparities, and the operationalization of the New Development Model. Decent work and productive employment, including youth employment, women's economic empowerment, the social and solidarity economy (SSE), MSMEs and entrepreneurship ecosystems, skills development, and integrated local economic development (LED). Social protection, including the generalization of universal health coverage (AMO), family allowances, pensions and unemployment insurance; adaptive, climate- and shock-responsive social protection; and the financing, governance and equity of social protection systems. Health and development, including health systems strengthening and health financing, the social determinants of health, climate and health, HIV/AIDS, tuberculosis, malaria and non-communicable diseases, and inclusive and rights-based approaches to health. Financing for sustainable development with a strong territorial focus, including the Integrated National Financing Framework (INFF, and ILFF), domestic resource mobilization and Tax for SDGs, sub-national and municipal finance, SDG-aligned budgeting, blended and innovative finance, insurance and risk finance, public-private partnerships, diaspora financing and SDG Investor Maps, in line with the Compromiso de Sevilla. Provision of technical advisory support Provide policy advisory support to senior management and government counterparts, including through evidence-based analytical work, policy briefs, strategic notes, talking points and briefings on the above thematic areas. Lead and contribute to the design of new initiatives (concept notes, project documents, theories of change, results and resources frameworks) in line with UNDP's Programme and Operations Policies and Procedures (POPP) and Social and Environmental Standards (SES), with particular attention to integrated and multi-thematic programming. Coordinate analytical work on poverty, inequalities, employment, social protection, health and financing for development, in partnership with the High Commission for Planning (HCP), the National Observatory for Human Development (ONDH), academia and think-tanks; promote the use of disaggregated data, microsimulation and geospatial analysis. Support the substantive development and implementation of UNDP Morocco's flagship initiatives across these themes, including the ILFF offer, SDG Investor Maps, and potential future initiatives around Tax for SDGs, Insurance and Risk Finance for Development, and Global Fund-supported programmes, ensuring coherence, quality and visibility. Engage strategically with sub-national authorities (regional councils, provinces and communes) and with the Direction Générale des Collectivités Territoriales (DGCT), to operationalize advanced regionalization including through bankable projects in the flagship thematic areas of UNDP Country Programme Document, and territorialize SDG financing, social protection delivery and inclusive growth pathways. Coordinate programmatic dialogue and partnerships with the private sector, facilitating a cohesive approach across all areas of engagement in the different results areas of the UNDP Country Programme. Coordinate inter-agency engagement on shared portfolios, including with relevant UN entities and IFIs , and contribute to the Joint SDG Fund, the Global Fund partnership and other multi-stakeholder initiatives. Promote the integration of cross-cutting priorities (gender equality, youth, human rights, digitalization and innovation) across the thematic areas of the portfolio. C. Build partnerships, resource mobilization and knowledge management Contribute to resource mobilization for the inclusive growth portfolio, including through the identification of funding opportunities, the drafting of high-quality concept notes and proposals, and the cultivation of partnerships with bilateral donors, IFIs, vertical funds, foundations and the private sector.
- When delegated by supervisor, provide relevant expertise and perspectives in technical working groups, donor coordination meetings, UN inter-agency platforms (UNCT, PMT, results groups) and external fora related to inclusive growth, employment, social protection, health and FfD. Lead knowledge management, lessons learning and communication for the portfolio, including the production of policy briefs, case studies, blogs and social media content; contribute to UNDP's global thought leadership on inclusive growth and FfD. Promote South-South and triangular cooperation, leveraging Morocco's positioning as a hub for African and Arab cooperation, in partnership with the Agence Marocaine de Coopération Internationale (AMCI) and other relevant institutions. Perform any other duties relevant to the position, as may be requested by the Team Leader of the Prosperity Pillar or by senior management. The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation. Institutional Arrangement The Inclusive Growth Coordinator will work under the direct supervision of the Programme Analyst of the Prosperity Pillar and the overall guidance of the Deputy Resident Representative. The Inclusive Growth Coordinator will collaborate closely with the other Programme Analysts of the pillars Planet and Governance, project and portfolio managers, operations and communications colleagues, the Resident Coordinator's Office, and counterparts across the UN Country Team. The Coordinator will receive technical guidance, as relevant, from UNDP's Regional Bureau for Arab States (RBAS), the Regional Hub in Amman, and from Headquarters teams (BPPS, BERA, BMS), in particular on inclusive growth, social protection, health and FfD. Minimum Qualifications of the Successful NPSA
Min. Education requirements
An advanced university degree (Master's degree or equivalent) in Economics, , Development Studies, Political Economy, Public Finance, or a related field is required, Or
A first-level university degree (Bachelor's degree) in the above-mentioned fields, in combination with two (2) additional years of qualifying experience, will be given due consideration in lieu of the advanced university degree.
Min. years of relevant work experience
Minimum of 2 years (with master’s degree) or 4 years (with bachelor’s degree) of progressively responsible professional experience in inclusive growth, poverty reduction, employment, social protection, health and development, and/or financing for development, at the national and/or international level.
