Grants Management, Partner Engagement and Compliance
2. Coordinate partner due diligence, capacity assessment and enhancement, risk classification, corrective action planning and maintenance of complete partner records and audit trails.
3. Monitor grants related partner implementation, milestones, compliance obligations and emerging risks, and follow up on delays, gaps, non-compliance or agreed corrective actions.
4. Support partner selection and grant review processes, including committee documentation, evaluation records and communication of follow-up requirements.
5. Maintain grant databases, trackers, reporting calendars, document registers and structured filing systems for effective portfolio oversight and institutional memory.
6. Compile and analyse partner and programme information, and prepare reports, dashboards, briefing notes, minutes, correspondence and statistical tables as required.
7. Track partner deliverables, narrative reports, supporting documentation and grant closure requirements, ensuring timely follow-up and retrievability of records.
Finance and Compliance Support
8. Provide first-line support to grant financial monitoring, including:
• following up on missing information or clarifications;
• support maintaining financial tracking records; and
• providing backup support to designated grants finance personnel when required.
9. Organize partner orientation, training and coaching on grant administration, reporting, documentation, compliance and risk management.
10. Support the planning, coordination and delivery of staff training on the Grants Mechanism, partner management procedures, compliance requirements, documentation standards and related tools.
11. Coordinate with relevant IOM units, partners and coordination forums to track actions, obtain clearances and support effective implementation.
12. Contribute to proposals, concept notes, partnership initiatives, programme guidance and other related duties as assigned.
13. Perform any other duties as may be assigned.
Education
- School diploma with six years of relevant experience; or,
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
- Experience in grants management, partner implementation, return and reintegration, community-based programming, or humanitarian/development programming.
- Experience supporting project management processes, including work planning, implementation tracking, coordination of deliverables, risk follow-up and reporting against agreed timelines and outputs.
- Experience supporting partner due diligence, capacity assessment, risk monitoring, compliance follow-up and corrective action processes.
- Experience monitoring programme and budget implementation, reviewing supporting documentation, conducting field monitoring and documenting findings.
- Experience coordinating with government authorities, NGOs, community-based organizations, United Nations agencies and other institutional partners in multicultural settings.
Skills
- Strong interpersonal, communication, facilitation, networking and stakeholder-coordination skills.
- Good understanding of grants management, programme-cycle management, partner engagement, compliance and risk management principles.
- Ability to review programme and financial documentation, identify gaps or inconsistencies, and prepare clear analytical, reporting and briefing materials.
- Strong organizational, record-management and information-management skills, including use of databases, trackers and structured electronic filing systems.
- Good knowledge of Microsoft Office applications, particularly Word, Excel, PowerPoint, Teams and SharePoint/OneDrive.
- Ability to manage competing priorities, meet deadlines and work effectively in multicultural and field-based environments.
Languages
All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).
For this position, fluency in English and Amharic is required (oral and written).
Working knowledge of other Ethiopia languages is an advantage.
