As the leading global voice for children, UNICEF has a duty to help make Artificial Intelligence (AI) a force for good and a tool to advance child rights. UNICEF is committed to supporting the responsible development and use of AI, including safeguards that protect children's rights, while also adopting AI applications that can strengthen programme delivery, organizational effectiveness and operational efficiency.
UNICEF is preparing for a rapidly evolving AI landscape through its AI Strategy 2025-2030, responsible AI principles and child-rights-based guidance. The strategy recognizes that realizing value from AI requires not only technology, but also an AI-ready workforce, effective adoption, appropriate governance, human oversight and risk management. Across the organization, staff increasingly have access to learning resources and approved AI tools and platforms, including Microsoft Copilot, UNICEF AI platforms and UNIBOTs, as applicable.
At the same time, AI capabilities are evolving rapidly from general-purpose generative AI tools toward more integrated workflow and agentic capabilities. Staff therefore need more than awareness of AI concepts: they need practical judgement to identify appropriate use cases, use approved tools effectively, critically evaluate AI-generated outputs, protect sensitive information, recognize bias and hallucination risks, and understand when AI should not be used or when enhanced human oversight is required.
Feedback from internal consultations and learning needs assessments within UNICEF Bangladesh Country Office (BCO) indicates that staff would benefit from structured, facilitator-led and hands-on learning that translates existing corporate guidance and self-paced resources into practical application. Staff have expressed a need for contextualized support that reflects different functions, levels of AI experience and day-to-day UNICEF workflows.
Recognizing the strategic importance of AI capability for the future workforce, AI learning has been identified as one of BCO's key learning priorities for 2026. BCO therefore seeks to establish a practical and sustainable AI literacy and responsible adoption programme that combines baseline assessment, role-relevant learning, safe-use guidance, applied exercises, AI clinics, peer support and measurable learning outcomes.
Purpose of Activity/Assignment
Under the guidance and general supervision of the Chief, People & Culture, the Consultant will design and deliver a structured AI literacy and responsible adoption programme for UNICEF Bangladesh Country Office staff.
The assignment will strengthen BCO's organizational readiness to adopt AI responsibly by building staff capability to understand the opportunities and limitations of generative AI; identify appropriate AI use cases; use UNICEF-approved AI tools effectively; critically assess and verify AI-generated outputs; and apply appropriate safeguards relating to privacy, data protection, information security, bias, transparency, human oversight and child rights.
Particular emphasis will be placed on practical use of Microsoft Copilot and other UNICEF-approved AI platforms, with learning differentiated for varying levels of experience and functional needs. The Consultant will use role-relevant UNICEF-style scenarios and workflows, while ensuring that hands-on exercises use synthetic, anonymized, publicly available or otherwise explicitly authorized information. Emerging capabilities, including AI agents and workflow automation, may be introduced at an awareness level where relevant and approved by UNICEF.
The assignment will complement existing UNICEF corporate learning resources and contribute to a sustainable culture of continuous learning, responsible experimentation and safe AI adoption through practical workshops, AI clinics, reusable guidance resources, an office-level AI use-case catalogue, a small peer/champions support mechanism, and a roadmap for continued AI capability development in 2027.

2. Financial Offer
Should be an all-inclusive (lump-sum) fee for all deliverables and complete output of the assignment as described in the TOR. It should include among others consultancy fee, associated administrative cost, all living and travel cost. UNICEF will not cover any additional cost. Payment schedule that is linked to milestones and completed deliverables should be included.

Minimum requirements
Relevant professional certifications or credentials in Artificial Intelligence/Generative AI, responsible AI or AI governance, Microsoft AI/Copilot technologies, data/privacy, digital transformation, adult learning or change management will be considered an asset.
- Demonstrated experience designing and delivering practical, role-based AI learning and capacity-building programmes for diverse audiences, including non-technical professionals and managers.
- Strong hands-on knowledge of enterprise generative AI tools and workflows, preferably including Microsoft 365 Copilot or comparable enterprise platforms, and the ability to translate business/work processes into practical AI use cases.
- Demonstrated expertise in responsible AI and AI risk management, including privacy/data protection, information security, bias and discrimination, hallucination and factual verification, transparency, human oversight, and appropriate handling of sensitive or child-related information.
- Experience supporting AI adoption and change management, including use-case discovery, peer/champions approaches, reinforcement mechanisms, and measurement of learning and adoption outcomes.
- Demonstrated ability to translate complex technical concepts into accessible learning materials and to develop facilitator guides, job aids, prompt/workflow libraries, practical exercises and other reusable resources.
- Experience with the UN system, international development, humanitarian/development contexts or child-rights-based programming is considered an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
