Result of Service

The Evaluation Division of the UNRWA Department of Internal Oversight Services (DIOS) leads the Agency's evaluation function. Evaluation results are incorporated into decision-making processes in order to strengthen learning and accountability in the Agency with the aim of improving operations. Evaluations determine the relevance, effectiveness, efficiency, impact and sustainability of ongoing and completed institutional functions by examining expected and achieved accomplishments, result chains, processes, contextual factors and causality.

Duties and Responsibilities

Assists the Chief, Evaluation Division in managing the Divisional budget planning and financial control processes by preparing operating and project budget estimates and establishing internal financial controls; assists in monitoring budget expenditure, prepares Budget Allotment Adjustments (BAAs), and drafts responses to requests; prepares periodic reports on budget updates and suggests alternative plans to ensure the expenditure is optimized within the allotted budget; assists in developing and implementing procedures for accurate reporting.

Effectively coordinates with Human Resources Office/Department on actions relevant to the administration of human resource activities, e.g., the recruitment of staff and consultants, initiating vacancy announcements, performance appraisal, attendance, separation of staff members, etc.; administers contracts of Individual Service Provider (ISP) and Limited Duration Contracts (LDCs) if any; prepares staffing table proposals. Provides assistance to staff members during onboarding and separation. Translates documents from Arabic to English as required.

Engages in work related procurement operations and billing; verifies service contracts and maintains relationships with vendors and suppliers; prepares yearly procurement plans for Chief, Evaluation Division for consideration and handles logistical operations for tenders, quotations, and purchasing orders; as applicable, chairs the Divisional Tenders Opening Committee, ensuring that the process is duly followed as per Agency procurement policies.

Organizes meetings, workshops and other discussions to establish a dialogue on evaluation results (e.g., learning events, pane, discussions) and provides support to ensure the effective ongoing implementation of initiatives promoting an evaluation culture at UNRWA.

Facilitates data collection missions for evaluations by leading logistics, taking part in key informant interviews and Focus Group Discussions, as assigned, assisting with translation and note taking.

Performs such other duties as may be assigned.

Qualifications/special skills

Required Qualifications: A Diploma in business administration, finance human resources or another field of relevance. A minimum of 5 years of relevant experience. Experience in using SAP. Desirable Qualifications: Familiarity with UNRWA and its programmes; and Understanding of the Palestinian refugee context would be advantageous.

Languages

Excellent analytical, communication and writing skills in English and Arabic.

Additional Information

Remuneration for this consultancy will be JOD 770 per month.
