Org. Setting and Reporting

The EOSG, under the guidance of the Secretary-General (SG), work as a team pursuing in a cohesive and coherent manner, the SG’s vision, priorities and policies for his second mandate in office. It seeks alignment of the United Nations family with the SG’s vision, priorities and policies. It is guided by the necessity of securing the highest standards of efficiency, competence and integrity and of achieving gender and regional balance among staff.

All EOSG unit will support the EOSG senior officials, as appropriate, depending on the tasks at hand, regardless of which senior official they formally report to, and will work together through a matrix team approach, as necessary, to ensure EOSG leads by example on integration and cross-pillar work. This position is located in the Executive Office of the Secretary-General (EOSG), the Rule of Law Unit. The Associate Programme Officer reports to the Chief of the Rule of Law Unit through the Deputy Chief of the Unit.

Responsibilities

Within delegated authority, the Associate Programme Officer will be responsible for the following duties:

Assists with the provision of information, analysis, and policy advice for the attention of senior leadership on designated thematic including international courts, tribunals and accountability mechanisms, transitional justice, displaced persons, anti-corruption, civic space, mis/disinformation, drugs and crime, trafficking, corrections, policing, law of the sea, prevention of genocide, responsibility to protect, counterterrorism and prevention of violent extremism, sexual violence in conflict, security sector reform, outer space and other thematic areas related to the rule of law and human rights.

Assists with quality control of documents, including background notes, reports, letters, speeches and other communications of the Secretary-General and senior leadership in EOSG.

Contributes to key decision-making fora, including preparation for the Senior Management Group, Executive and Deputies Committees on country and thematic files.

Supports the implementation of agenda and initiatives of the Secretary-General on the rule of law and human rights, such as the New Vision of the Secretary-General for the Rule of Law and the Secretary-General’s Call to Action for Human Rights.

Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.

Prepares various written outputs, e.g., meeting notes, remarks, speeches, background papers, analysis.

Provides substantive support to high-level consultative and other meetings and conferences.

Assists with records management, including official declassification of confidential records.

Performs other related duties, as required.

Competencies

Professionalism: Knowledge and understanding of theories, concepts and approaches relevant to the rule of law and human rights programmes/projects. Ability to identify issues, analyze and participate in the resolution of issues/problems. Ability to conduct data collection using various methods. Conceptual analytical and evaluative skills to conduct independent research and analysis, including familiarity with and experience in the use of various research sources, including electronic sources on the internet, intranet and other databases.

Ability to apply judgment in the context of assignments given, plan own work and manage conflicting priorities. Accountability: Takes ownership of all responsibilities and honours commitments; delivers outputs for which one has responsibility within prescribed time, cost and quality standards; operates in compliance with organizational regulations and rules; supports subordinates, provides oversight and takes responsibility for delegated assignments; takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable.

Education

Advanced university degree (Master’s degree or equivalent) in law is required. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of two years of progressively responsible experience working on rule of law and human rights-related programmes is required. Experience directly supporting senior officials, including high-level coordination mechanisms, working with civil society, and clearing thematic reports is required. Experience with records management, including official declassification of confidential records is required. Experience working with the United Nations or another international organization, including substantive work on system-wide initiatives and policy development, is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this job opening, English is required. Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

This position is temporarily available until 31 December 2026. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.
