For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), UN Volunteers with at least twelve (12) months of continuous service in IOM, staff on Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Staff members holding a regular, fixed-term or short-term graded contract will not retain their contract type if appointed to an ungraded position.
Organizational Context and Scope
Under the overall supervision of the Chief of Mission (CoM) and direct supervision of the RMO; and, in collaboration with relevant units at Headquarters (HQ) and the Regional Office in Bangkok, the Budget and Compliance Officer will be responsible and accountable for contributing to and coordinating the Budget, Implementing Partner Report in accordance with IOM Financial Regulation and Policies.
- Assist with the development and revision of IOM budget plans by coordinating the budgeting processes, and checking compliance with IOM standards, budget and programming policies and Page 1/5 procedures.
- Provide technical guidance to IOM Papua New Guinea Implementing Partners on IOM Budgetary management and financial compliance rules as well as those relevant to the project donor.
- Assist in preparing and reviewing donor financial reports in accordance with IOM regulations and procedures.
- Coordinate and supervise the preparation of Due diligence assessments and provide capacity building for the implementing partner.
- Check that the implementing partners work in accordance with agreed milestones and funding, and that reporting requirements are met, including timely distribution.
- Assist in financial forecasting during project implementation phases and ensure all commitments of the projects are actively monitored.
- Maintain the financial reporting system to ensure timely provision of information to relevant units within IOM in close coordination with the Resources Management Officer (RMO).
- Assist in reviewing payroll versus budgets, ensuring that salaries are correctly allocated to projects consistent with IOM’s projectization criteria.
- Work closely with other units of the country office, as well as other stakeholders as required, in the performance of the budgeting and compliance functions.
- Assist in liaising with relevant units at HQ and Regional Office Bangkok with regards to the budgetary and compliance activities of the Country Office and participate in developing and monitoring the implementation of country specific budgetary compliance measures that complement existing IOM rules and regulations.
- Assist the RMO to facilitate internal and external project audits.
- Perform such other duties as may be assigned.
Education
- Master’s degree in Finance, Accounting, Business Administration, Management or a related field from an accredited academic institution with two years of relevant professional experience; or,
- University degree in the above fields with four years of relevant professional experience.
- Professional certification as Chartered Accountant (CA) or Certified Public Accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) is an advantage.
Experience
- Experience in IOM administrative and financial management, budget monitoring, cash management and internal control procedures;
Experiences handling Implementing Partner;
- Experience in the usage of office software packages (MS Word, Excel, etc.) and knowledge of spreadsheet and data analysis; and,
- Experience supervising the development and implementation of administrative control procedures.
Skills
- Ability to work closely with government and international officials;
- Demonstrated ability to act independently and exercise sound judgment;
Ability to work under pressure;
- Demonstrated ability to prepare clear and concise report;
- Knowledge of International Public Sector Accounting Standards (IPSAS) an advantage; and,
- Knowledge of Oracle highly desirable.
Languages
For this position, fluency in English is required (oral and written).
Working knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
