Organizational Context and Scope
Under the overall supervision of the Chief of Mission (CoM), the direct supervision of the Head of Resources Management (HRM) and in close coordination with relevant Units at Headquarters (HQ) and the Regional Office (RO) in Nairobi, Kenya, the Budget and Finance Compliance Officer will be responsible and accountable for managing, overseeing and monitoring the budgetary activities of the Country Office (CO) and to ensure compliance with the International Organization for Migration’s (IOM) Rules and Regulations as well as with any donor-specific requirements.
- Manage and monitor the budgetary activities of IOM DRC, including the oversight of financial expenditure and accountability
- Undertake financial and budget reviews and analyses of all activities and projects of IOM DRC and present the results to the CoM, HRM, and other stakeholders,
- Generate and evaluate monthly budget reports for all projects and suggest remedial actions to the relevant parties (CoM, HRM, Project Managers, other resource management units such as procurement, etc.) to resolve anomalies and unusual trends.
- Prepare and lead internal review of all donor financial reports in accordance with IOM regulations and donor requirements and established due monitoring procedures.
- Coordinate the annual institutional budget submission for the CO and oversee budget control across all projects implemented by the CO.
- Prepare budgets for all new programming in close cooperation with Project Developers.
- Prepare budget forecasts and cash flow estimates and ensure funding is received in accordance with donor agreements.
- Maintain the reporting system to ensure timely provision of information to relevant Units within IOM.
- Ensure that salaries are correctly allocated to projects consistent with IOM's projectization criteria.
- Work closely with other Units of the CO, as well as other stakeholders as required in the performance of the budgeting and compliance functions.
- Liaise with relevant Units at HQ and RO Nairobi with regard to the budgetary and compliance activities of the CO and develop and monitor the implementation of Country-specific budgetary compliance measures that complement existing IOM rules and regulations.
- Provide technical guidance to IOM DRC implementing partners on IOM budgetary management and financial compliance rules, as well as those of the relevant project donor.
- Support the HRM in establishing adequate internal controls to protect the Organization's assets, manage cash, prevent fraud, and ensure compliance with the Organizational Financial Regulations and Rules as well as to facilitate internal and external project audits.

Education
- Master’s degree in Accounting, Finance, Public Administration, Business Administration, or a related field from an accredited academic institution with five years of relevant professional experience; or
- University degree in the above fields with seven years of relevant professional experience.
- Professional certification as a Chartered Accountant (CA) or Certified Public Accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) will be a distinct advantage.
Experience
- Experience in accounting, financial management and reporting;
- Experience in preparing clear and concise financial and management reports;
- Experience working in and with international institutions;
- Knowledge of MS Office products and good computer literacy skills are required;
- Knowledge of International Public Sector Accounting Standards (IPSAS) an advantage;
- Knowledge of IOM/UN accounting system, software and procedures, Common System regulations, policies and procedures is a distinct advantage; and,
- Familiarity with financial oversight and public administration is an advantage.
Skills
- High level of computer literacy, in particular, experience in computerized accounting systems and software;
- Knowledge of Enterprise Resource Planning (ERP) is highly desirable;
- Knowledge of International Public Sector Accounting Standards (IPSAS) is required;
- Knowledge of IOM/UN regulations, policies and procedures;
- Excellent analytical and decision-making skills; and,
- Excellent communication and writing skills.
Languages
For this position, fluency in English is required (oral and written).
Working knowledge of another official UN languages (Arabic, Chinese, French, Russian, and Spanish) is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
