Result of Service

The consultant will serve as a key technical resource and liaison between GlobalABC, UNEP, and relevant government counterparts on matters relating to the design aspects of the green building regulations, supporting stakeholder coordination, technical reviews, contextualization of international best practices in green building design, and the development of practical design guidance materials.

The consultant's local expertise and understanding of Cambodia's regulatory, institutional, and design/construction sector landscape will be critical to ensuring that the design guidelines are technically sound, practical, and fit for purpose. Through this assignment, GlobalABC aims to support the Government of Cambodia in establishing a robust and implementable green building regulatory framework that contributes to national sustainable development objectives, improved resource efficiency in the built environment, and the country's climate change mitigation and resilience commitments.

Duties and Responsibilities

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the international environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

The Global Alliance for Buildings and Construction (GlobalABC), hosted by UNEP, seeks to engage a qualified national consultant in Cambodia to provide technical support for the development of building design implementation guidelines for the country's green building regulatory framework, focusing on the technical design requirements, standards, and compliance pathways to be applied at the building design aspects.

This assignment is one of two complementary national consultancies supporting the roll-out of Cambodia's green building regulations; a separate consultant, engaged under a distinct assignment, will focus on construction and operation implementation guidelines. UNEP is working closely with the Ministry of Land Management, Urban Planning and Construction (MLMUPC) and the Ministry of Environment (MoE) to advance Cambodia's green building agenda.

Building on progress made in developing a green building regulatory framework, GlobalABC is supporting the Government in preparing implementation guidelines to facilitate the effective rollout of the regulations. To ensure the guidelines are aligned with national priorities, institutional arrangements, and local stakeholder needs, a national consultant will be engaged to provide technical and coordination support.

Qualifications/special skills

Advanced university degree (Masters or equivalent) in architecture, engineering, economics, environmental or social sciences. A first-level university degree, in combination with two additional years of qualifying experience, may be accepted in lieu of the advanced university degree. A Ph.D. in a field related to sustainable buildings and construction is a plus. A minimum of five years of professional experience is required, including some related to the buildings and construction sector, climate change, energy efficiency and/or building operations management. Qualifying years of experience are calculated following the receipt of the first-level university degree recognized by the United Nations. Prior experience or exposure to working with international organizations is desirable.

Languages

Fluency in written and spoken English is essential.
