Internal and external candidates will be considered for this vacancy. For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), UN Volunteers with at least twelve (12) months of continuous service in IOM, and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Staff members holding a regular, fixed-term or short-term graded contract will not retain their contract type if appointed to an ungraded position.
Organizational Context and Scope
Under the overall supervision of the Chief of Mission, the direct supervision of Head of the Immigration, Border Governance (IBG) and Protection, and in collaboration with the project management team and relevant units in the mission, the incumbent will be based in Dublin, Citywest Reception Centre, and will be accountable for the day-to-day implementation of activities supporting the registration and processing of applicants seeking international protection in Ireland.
- Coordinate and facilitate the efficient applicant flow throughout the screening, registration, biometric collection and lodgement processes, ensuring the efficient movement of applicants and effective queue management within the Citywest Reception Centre.
- Provide information, guidance and frontline assistance to applicants, ensuring that procedures, requirements and available services are communicated clearly and effectively.
- Provide practical assistance to applicants experiencing language, literacy, digital, accessibility or other procedural barriers, and facilitate access to appropriate cultural mediation, interpretation and other support services where required.
- Undertake biometric data collection activities using designated equipment and systems, in accordance with established procedures, operational instructions and training requirements.
- Monitor applicant flow, waiting areas and service delivery processes, identify operational bottlenecks or emerging issues and take appropriate actions to support the efficient functioning of reception centre activities.
- Contribute to the continuous improvement of service delivery by providing feedback on operational challenges, emerging needs and opportunities to the project management team and DJHAM personnel to contribute to the improvement of processes and efficiency of service delivery.
- Liaise and coordinate with DJHAM personnel, IOM Cultural Mediators, interpreters, security personnel and other relevant stakeholders to support daily reception centre operations, including logistical, administrative tasks, and daily applicant lunch arrangements.
- Identify, document and escalate operational, safeguarding, welfare, protection, security and technical concerns through established reporting mechanisms and in accordance with relevant procedures.
- Ensure compliance with applicable policies, procedures, health and safety requirements, security protocols, confidentiality obligations and data protection principles in the performance of all duties.
- Collect and share data and information from the field on a regular basis with the project management team and ensure timely preparation and submission of field reports, including key figures and identification of good practices, gaps and challenges.
- Promote and maintain synergies with other IOM Projects in the Citywest Reception Centre.
- Perform such other related duties as may be assigned.
Education
- High School diploma with six years of relevant experience; or,
- Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with four years of relevant professional experience.
Experience
- Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations.
- Experience in working with migrants, refugees, victims of trafficking and other vulnerable groups.
- Knowledge and understanding of the relevant Irish government authorities structure and work.
Skills
- Ability to work with migrants and asylum seekers, including people with vulnerabilities
- In depth knowledge of legal and normative framework of International Protection and the procedures related to the asylum application in Ireland
- Proven competencies in liaising with a variety of stakeholders, including government authorities, international and national institutions, and non-governmental partners
- Strong interpersonal and intercultural skills
- Strong written and verbal communication skills
- Demonstrated ability to maintain accuracy and confidentiality in performing responsibilities
Languages
All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).
For this position, fluency in English is required (oral and written).
Knowledge of other languages relevant to the current migratory trends in Ireland, is considered an advantage (Arabic, Somali, Georgian, Pashto, Urdu, Yoruba, and others).
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
