UNICEF works on long-term development programmes and supports the government during the onset of emergencies in the following areas: Education; Health; Nutrition; Disaster Risk Reduction; Adolescent Development; Emergency Response; Peacebuilding; Social Policy; Child Protection; and Water, Sanitation & Hygiene.

Purpose of the Activity/Assignment

UNICEF is looking for licensed engineers who are interested to join a pre-qualified roster to provide technical engineering support for WASH and other construction activities across the country.

Sourcing

Applications of interested candidates will go through a review process to assess their qualifications and suitability by the programme section to be included in the roster. This roster will be used to engage consultants in humanitarian or development settings, depending on availability.

The roster will be valid for a period of 30 months. Inclusion in the roster does not guarantee immediate engagement nor any future contractual relations with UNICEF. Consultants will be contracted on a need basis, depending on the requirements of specific assignments, as well as the candidate’s availability and suitability. When opportunities arise, detailed terms of reference will be shared with shortlisted candidates.

Task and Responsibilities

Under the close supervision and guidance of the WASH Specialist, a Terms of reference (TOR) will be prepared and shared with the consultant for the services required.

Minimum Qualifications and Experience Required

University degree in Civil Engineering or other relevant engineering discipline.

Minimum 3 years of relevant professional experience in design and/or supervision of WASH infrastructure and/or institutional facility construction/rehabilitation.

Experience in conducting field visits for technical assessments and stakeholder engagement.

Proficiency in engineering design and documentation (e.g., AutoCAD or equivalent), BOQ preparation, and MS Office.

Experience integrating climate risk assessments and applying climate-resilient design standards in WASH and/or infrastructure projects is an asset.

Familiarity with quality assurance, OHS/ESHS supervision, accessibility/inclusive design, and emergency response settings are an advantage.

Experience in the design, installation, operation and maintenance of solar water pumps and other similar renewable energy sources for WASH facilities is an asset.

Previous record and experience of working with UNICEF or UN is a plus.

Fluency in English and Filipino is required, and any other dialect is an asset.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants. Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
