Under the overall supervision of the Head of Unit and direct supervision of the Senior Protection Associate, the Caseworker – Transition Support will be responsible and accountable supporting the requirements of the project by assisting Beneficiaries of Temporary Protection (BOTPs) in IOM Ireland.
This role will focus on providing transition support to BOTPs as they navigate changes in their accommodation, integration and future pathways. The position requires individualised casework, including needs assessments, information provision, guidance, action planning and referrals to appropriate support services as required. The role will also support beneficiaries to access relevant services, understand available options and address barriers to greater independence and self-sufficiency. The role will include other programme-related responsibilities as required.
- Assist in the implementation and monitoring of project activities.
- Retrieve, compile, summarise, analyse, and present information/data on specific project topics.
- Support with the development and implementation of the Transition Support strategy of the programme by conducting research, gathering and analysing relevant information, identifying needs, barriers and service gaps affecting BOTP and providing input to the supervisor.
- Assess and interpret screening outcomes of BOTPs, including cases involving complex or overlapping vulnerabilities, to support accurate identification of individual needs prior to casework planning.
- Apply and adapt the Programme Standard Operating Procedures (SOP)s to individual BOTPs circumstances, and flag procedural gaps or inconsistencies to the supervisor, to maintain the relevance and effectiveness of casework support in state accommodation settings.
- Coordinate and resolve operational issues with assigned focal points at State Accommodation Centres, other organisational units and external parties to ensure timely processing of requests, clearances, and administrative actions without unnecessary escalations.
- Disseminate accurate information to BOTPs on available services and pathways, ensuring cases with identified vulnerabilities are correctly referred to appropriate support services, thereby safeguarding beneficiary access to timely and appropriate protection support . Provide translation and interpretation services, as necessary.
- Draft status reports, identifying shortfalls, bring them to the attention of the supervisor and suggest remedial actions to address delivery gaps.
- Draft correspondence on project issues; prepare and update reports, briefing notes, graphics, statistical tables, presentation and other forms of documentation.
- Respond to complex information requests and inquiries; set up and maintain files/records; organize meetings, workshops and training sessions;
- Participate in meetings and conferences; assist in coordinating implementation activities with local authorities, partners, United Nation (UN) agencies, intergovernmental and non-governmental organizations, donors and other stakeholders relevant to the project.
- Assist in monitoring work of Implementing Partners (IP) and report non-compliances to the supervisor.
Education
- Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or a related field from an accredited academic institution with three years of relevant professional experience; or,
- High School diploma with five years of relevant professional experience.
Experience
- Good knowledge of information technology and proficiency in Microsoft Office applications especially Excel, Word, PowerPoint and Publisher.
- Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and,
- Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
Skills
- In depth knowledge of the broad range of migration related subject areas dealt with by the Organization; and,
- Case management skills.
Languages
All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).
For this position, Fluency in English, Ukrainian and Russian is required (oral and written).
Working knowledge of another official UN language (Arabic, Chinese, French, and Spanish) is desirable.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
