BACKGROUND AND PURPOSE OF THE ASSIGNMENT
Job purpose
ACCOUNTABILITIES/RESPONSIBILITIES
1. Support monitoring of CBT funds utilisation, and advance financing, loan and borrowing/repayment and refinancing arrangements; and alert supervisors to approaching deadlines for unassigned funds and potential resource shortfalls/surpluses.
2. Documentation, including preparation of periodic accurate and timely CBT grants management reports to enable informed decision-making.
3. WINGS focal point in the CBT unit primarily responsible for processes around outline agreements, raising purchase requests and close follow up until purchase orders are released, service entry sheets, among others.
4. Support senior colleagues in monitoring the resource pipeline to maximise operational effectiveness, following standards and processes, and providing advice on resource allocations based on severity of pipeline shortfalls using relevant pipeline tools.
5. Support the capacity building of WFP staff in areas including preparation of service entry sheets to enable timely reconciliations, outline agreements, invoice processing, etc. and operational planning through answering queries and contributing to updating training materials, manuals and guidelines.
6. CBT Resource Management Committee (RMC) focal point responsible for representing the unit in the RMC, highlighting CBT resources status including utilization of grants, gaps and needs.
7. Contribute to donor reporting with particular reference to respective utilization of individual donor grants used for CBT activities in line with reporting requirements.
8. Provide additional operational support to the CBT country office team as appropriate. Perform any other duty as assigned.
Education
First University degree /Completion of University school education.
Experiences
At least three (3) years of postgraduate professional experience years of relevant progressively responsible experience.
Languages
Desired Experiences
- Has at least 3 years of experience in Programme, 1 of which implementing CBTs in a conflict / post conflict setting
- Knowledge of basic financial analysis or either office or operational budgets.
- Has provided analytical input for the development of budgets and programmes
- Has supported WFP programme implementation and coordination efforts including CBT planning and implementation.
- Familiarity with WFP WINGS and COMET Processes.
- Has observed or assisted with training, field support, report writing, documentation of meetings.
Knowledge & Skills
- Familiarity with WFP Food assistance processes, and respective targets – particularly SDG2 and SDG17 - and how the work of WFP can contribute to achieving them.
- Familiarity with WFP’s mandate, Country Strategic Planning process, intervention modalities, programme and project lifecycle tools, implementation, monitoring, and evaluation desirable.
- Basic understanding of technical and theoretical concepts pertinent to food assistance.
- Quantitative and qualitative analytical skills.
- Ability to produce high-quality written outputs in the working language.
- Appetite for exploring and experimenting with new ideas and approaches.
- Ability to work independently in a timely and organised manner.
- Ability to work as part of a team
- Moderate to proficient computer literacy.
