2- Organizational Department / Unit to which the Consultant is contributing

The consultant will work under the direct supervision of the Media and Communications Officer of IOM Djibouti, in close coordination with the project teams and the Displacement Tracking Matrix (DTM) team and, where relevant, the IOM Regional Office in Nairobi. IOM will provide the necessary data, texts, key messages, brand guidelines and photographs. The consultant will use their own equipment and software licences. All products developed under this consultancy remain the exclusive property of IOM. The consultant undertakes to comply with IOM's principles on data protection and on the dignified representation of migrants.

Tasks to be performed under this contract

Under the supervision of the Media and Communications Officer of IOM Djibouti, the consultant will:Take part in regular scoping meetings and propose a concept note (artistic direction, graphic style, formats) aligned with IOM brand guidelines and EU visibility requirements;Develop a light graphic kit and reusable templates (carousels, e-cards, fact sheets, presentations) that can be adapted by the communications team after the consultancy;Design static and animated data visualizations based on data provided by IOM (DTM data, migration flow statistics, project results): infographics, maps, animated dataviz, counters, GIFs;Produce animated "explainer" videos (60 to 90 seconds) making the importance of migration data, data collection and key project results accessible to a broad audience;Create e-cards and visuals for social media (Twitter/X, Facebook, LinkedIn, YouTube), in French and English versions depending on the channel;Lay out fact sheets presenting key data and project achievements;Incorporate revisions requested by IOM and, where applicable, by the Delegation of the European Union;Deliver all open and editable source files, final exports in the required formats, and a concise user guide for the templates. Expected deliverables and indicative timeline The timeline below is indicative and will be refined during the scoping meetings. The distribution of deliverables between the two projects will be specified at the start of the assignment. Each deliverable will fall under one of the following two categories:"Evergreen" products: templates, models and editable files reusable throughout the year and for the duration of the projects, by the communications team or by programme colleagues (to be defined). They must be delivered in editable formats (Canva, InDesign, After Effects/Premiere) with fonts and colours compliant with the brand guidelines, and accompanied by user instructions."One-off" products: dated, creative and non-replicable content produced around flagship events and project milestones. Performance indicators for the evaluation of result

Timely delivery of all deliverables in accordance with the agreed timeline, including the incorporation of revisions requested by IOM and, where applicable, by the Delegation of the European Union;
Compliance of all products with IOM brand guidelines, EU visibility requirements and IOM's principles on data protection and the dignified representation of migrants;
Accuracy and clarity of the data represented in all visualizations, validated by the relevant IOM project and DTM teams;
Quality and coherence of the visual output across all products, in line with the approved concept note and artistic direction;
Usability and adaptability of the evergreen templates, supported by a clear user guide;
Completeness of the final handover: all open and editable source files, final exports in the required formats and versions (including language versions and aspect ratios), and the template user guide;
Responsiveness and quality of communication with IOM teams throughout the assignment, including regular participation in scoping and review meetings.

Education

University degree or professional training in graphic design, visual communication, data visualization, motion design or a related field;

Experience

At least five years of demonstrated experience in graphic design and/or data visualization, including proven experience in animation (motion design);
Portfolio demonstrating comparable work: infographics, data visualizations, animated videos, social media content;
Previous experience with international organizations, United Nations agencies or European Union-funded projects desirable;
Knowledge of migration contexts and/or the Horn of Africa desirable

Skills

Proficiency in the Adobe suite (Illustrator, Photoshop, InDesign, After Effects, Premiere Pro) and/or equivalent tools (Figma, Canva Pro, Flourish, Datawrapper);
Ability to transform datasets and technical reports into clear, accurate and engaging visual narratives;
Rigour in the representation of data (accuracy, proportionality, sourcing);
Ability to work independently, meet tight deadlines and incorporate multiple rounds of feedback.

Languages

Excellent command of French (main working language);
Good command of English (production of English versions of the content);

Notes

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
