Organizational Context and Scope

The engagement of roster members will depend on operational requirements, the nature and scale of emergency responses, funding and budget availability, and the Mission’s staffing needs.
Candidates who submit an application acknowledge their interest in being considered for future emergency response assignments and are expected to maintain their availability should their services be required. If selected for deployment or engagement, roster members must be locally available and be prepared to promptly complete all necessary onboarding, documentation, and administrative requirements within the prescribed timeframe.
- Assist in the planning, coordination, implementation, and monitoring of emergency response activities, ensuring timely and effective delivery of humanitarian assistance in line with project objectives, humanitarian principles, and donor requirements.
- Compile, analyse, and present information and data on disaster impacts, humanitarian needs, response operations, and operational developments to support evidence-based decision-making and response planning.
- Monitor project budget implementation and resource utilization, identifying funding gaps and proposing adjustments to support efficient and accountable emergency response operations.
- Serve as the focal point for administrative and operational coordination of emergency response activities, liaising with internal units and external stakeholders to facilitate procurement, logistics, deployments, clearances, and other operational requirements.
- Prepare situation reports, implementation updates, and progress reports, identify operational challenges and delivery gaps, escalate critical issues to the supervisor, and recommend corrective actions to improve response effectiveness.
- Draft correspondence, briefing notes, donor reports, presentations, maps, dashboards, statistical tables, and other operational documentation to support coordination, reporting, and decision-making during emergency response operations.
- Organize and support coordination meetings, simulations, trainings, and capacity-building activities for government counterparts, humanitarian partners, and response personnel on emergency preparedness, response, and recovery.
- Respond to complex operational information requests, maintain project records, and ensure accurate documentation of emergency response activities, beneficiary data, and operational outputs.
- Participate in inter-agency coordination mechanisms and technical working groups, maintaining effective collaboration with government agencies, local authorities, UN agencies, humanitarian clusters, NGOs, donors, and other stakeholders to strengthen coordinated emergency response efforts.
- Monitor the implementation of activities by implementing partners, ensuring compliance with project agreements, humanitarian standards, IOM policies, and donor requirements, and promptly report any issues to the supervisor.
- Contribute to the development and revision of Standard Operating Procedures (SOPs), contingency plans, emergency response guidelines, after-action reviews, lessons learned, and concept notes to strengthen preparedness and future emergency response programming.
- Provides guidance/training and assist in coordinating and monitoring work of other staff in the unit. May supervise other staff as assigned.
- Perform such other relevant duties as maybe assigned.
Education
- Bachelor’s degree in Political Science, Social Science, International Relations, Development Studies, Migration Studies, Human Rights, Law or a related field from an accredited academic institution with four years of relevant professional experience; or,
- High School diploma with six years of relevant professional experience.
Experience
- Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organisations;
- Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and,
- Prior work experience with international humanitarian organisations, non-government or government institutions/organisation in a multi-cultural setting is an advantage.
Skills
- Knowledge of emergency preparedness, disaster response, and humanitarian operations in the Philippines.
- Strong understanding of Disaster Risk Reduction (DRR), Climate Change Adaptation (CCA), and humanitarian principles and standards.
- Excellent analytical, organizational, and problem-solving skills.
- Strong written and verbal communication skills, including technical and donor reporting.
- Proficiency in Microsoft Office Suite, particularly Excel, Word, PowerPoint, and Teams.
Languages
All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).
For this position, Tagalog is required.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
