Background
Established in 1951, the International Organization for Migration (IOM), as the leading UN agency in the field of migration, works closely with governmental, intergovernmental, and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all.
Having operated in Indonesia for over four decades, IOM Indonesia is one of the largest IOM country missions globally, implementing a broad portfolio of programmes in collaboration with the Government of Indonesia, civil society organizations, private sector stakeholders, migrants, and local communities. Its thematic focus includes Counter-Trafficking (CT), Labour Mobility (LM), Immigration and Border Governance (IBG), Migration Health, Refugee Care, Resettlement and Returns, Climate and Resilience, as well as Migration Policy and Data.
Nature of Consultancy
Under its Counter Trafficking and Labour Mobility programmes, IOM Indonesia implements multi-donor initiatives focusing on the prevention of trafficking in persons, protection of vulnerable migrants, safe labour mobility, and institutional capacity-building. In line with these efforts, the programmes provide a strong foundation to support the development of the National Action Plan of the Task Force on Trafficking in Persons for the 2025–2029 period at the central level. This requires comprehensive evidence gathering, inclusive stakeholder engagement, and alignment with existing national policies and international frameworks to ensure that the action plan is strategic, actionable, and responsive to emerging trafficking dynamics.
To strengthen these functions, IOM Indonesia seeks to engage a consultant to support the development of the National Action Plan of the Task Force on Trafficking in Persons for the 2025–2029 period at the national level while also supporting the development of the National Referral Mechanism SOP. This includes supporting the consolidation and analysis of relevant data and evidence, facilitating coordination with key stakeholders, and ensuring that monitoring insights and programme learning are effectively integrated into the planning process.
Tasks to be performed under this contractThe consultant will be responsible to conduct the following assignments:
- Conduct institutional mapping and a comprehensive policy review, including an analysis of the results of the National Consolidation Process, to identify the roles and mandates of ministries/agencies involved in the Anti-Trafficking Task Force, as well as to assess existing coordination mechanisms, highlight policy and institutional gaps, and identify key challenges affecting the effectiveness of anti-trafficking efforts.
- Assess and consolidate proposed action plans submitted by relevant ministries/agencies by reviewing their relevance, feasibility, and alignment with national priorities, while ensuring that key cross-cutting issues—such as victim protection, prevention strategies, law enforcement, data systems, and international cooperation—are effectively integrated into the overall framework of the National Action Plan.
- Develop a comprehensive draft of the National Action Plan (NAP) matrix for the 2025–2029 period, incorporating clearly defined challenges, strategic objectives, measurable indicators, concrete actions, annual targets, and assigned responsibilities for each ministry/agency, ensuring that the document is coherent, evidence-based, and aligned with national policies and international standards.
- Support the validation process of the draft National Action Plan by facilitating consultations and technical discussions with sub-task force coordinators and relevant stakeholders, including organizing consultation meetings, preparing background materials, documenting feedback, and supporting the dissemination of the draft to ensure inclusiveness and stakeholder ownership.
- Conduct mapping, consultation, and develop directory of government and non-government services for victim/s and witnesses of trafficking in persons.
- Integrate feedback and recommendations gathered through consultations and validation processes into the refinement of the draft, ensuring consistency and clarity across all components, and finalize the National Action Plan document and NRM SOP so that the documents are ready for formal adoption and implementation at the national level.
Term of Payment
The fee will be transferred to the registered bank account in the following month upon submission of the approved report. This fee shall be final and not subject to revision; and should the Consultant be requested to work during weekends and IOM official holidays upon prior coordination with the Manager, the Consultant’s performance of such services will not give rise to extra compensation.
The consultant will be entitled to DSA, according to IOM monthly applicable rates, when requested to work outside duty station.

The Consultant will work under the direct supervision of the National Project Officer / Head of Labour Mobility and Counter-trafficking, and in close coordination with the Labour Mobility and Counter-trafficking team based in Jakarta.

Education
- Bachelor’s degree in social science, International Relations, Migration Studies, Public Policy, or a related field from an accredited academic institution with at least two years of relevant professional experience in monitoring and evaluation, migrations issues, or awareness campaigns; or
Experience
- Proven experience in monitoring and evaluation of development programmes, particularly in awareness-raising campaigns, migration, or refugee-related contexts;
- Experience in conducting baseline and endline assessments, surveys, and data analysis;
- Familiarity with the dynamics of refugee and fisher communities, especially related to migrant smuggling prevention, will be an advantage;
- Experience in the Asia region, especially Indonesia, is preferred;
Skills
- Ability to work effectively and harmoniously within a team from varied cultures and professional background;
- Strong organizational and communication skills (written and spoken);
- Excellent interpersonal skills and the ability to engage with different stakeholders effectively;
- Ability to collect, analyse, and report on data in a clear and concise manner;

- Ability to write clear and concise reports;
- Demonstrated ability to maintain confidentiality and work independently with minimal supervision.

The consultant will need to submit a cv and existing work portfolio in ENGLISH. Each submission must include the following. Shortlisted candidates will be invited to present a presentation/technical proposal with a detailed profile of consultant (education, certification, previous work experience), methodology, proposed work plan/module outlines, sample of output and processes of implementation.

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
