Org. Setting and Reporting

This position is located within the United Nations Support Office in Haiti (UNSOH). Pursuant to Security Council resolution 2793 (2025), UNSOH has been mandated to provide support; primarily to the Gang Suppression Force (GSF), the United Nations Integrated Office in Haiti (BINUH), the Haitian National Police (HNP), and the Haitian Armed Forces in the context of any joint operations with the GSF. Additionally, UNSOH is tasked with delivering technical assistance to the Organization of American States (OAS). The Chief, Human Rights will be based in Port au Prince and will act as the Team Leader of the Human Rights Diligence Unit. The incumbent reports to the Head of UNSOH.

Responsibilities

Within delegated authority, the Chief, Human Rights Officer will be responsible for the following duties:

Coordinates the implementation of the Human Rights Due-Diligence Policy on UN support to non-UN forces, including by coordinating risk assessments and ensuring relevant human rights monitoring information is gathered, as well as advises on support and follow-up for the implementation of the Policy.

Advises the Head of UNSOH on human rights matters as they relate to the implementation of HRDDP.

Represents the UNSOH on matters related to HRDDP implementation.

Negotiates directly with relevant parties the human rights elements or the human rights concerns while long range solutions are sought in the context of UNSOH support to non-United Nations security forces.

Proposes policy directives and plan of action to appropriate United Nations bodies for immediate and long- range solutions to human rights problems in general and specific geographical areas.

Designs, develops and implements significant policy and program changes to address human rights issues, including their gender dimensions, as they pertain to the UNSOH support context.

Formulates the programme of work, budget and medium-term plan of the unit and participates in the overall formulation and approval of the programme of work, and administrative matters concerning UNSOH as relevant.

Develops and maintains relations with officials at the highest levels of governments and advises them on human rights issues and policies as they relate to the mandate implementation of UNSOH.

Coordinates and oversees human rights research initiatives.

Manages, coordinates, organizes and supervises other human rights officers or organizational segments as assigned.

Performs other related duties as required.

Competencies

Professionalism: Knowledge of and exposure to a range of human rights issues including approaches and techniques to address and advise on highly sensitive and complex problems in their political, ethnic, racial, gender and socio-economic dimensions. Knowledge of institutional mandates of human rights organizations, prevailing policies and procedures. Ability to evaluate and integrate information from a variety of sources and assess impact on the human rights situation in the region or country of assignment, including the political environment and legal statutes as they pertain to human rights.

Ability to complete in-depth studies and reach conclusions on possible causes and solutions to human rights problems in specific societies and systems. Ability to relate and advise on human rights issues and perspectives, including their gender equality dimensions, to political, social, economic and humanitarian programmes in affected countries and areas.

Education

Advanced university degree (Master's degree or equivalent) in law, political science, international relations, social sciences or related field. A first-level university degree in combination with at least two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of ten years of progressively responsible experience in human rights, political affairs, international relations, law or related area is required. At least five years of experience of implementation in the HRDDP, including advising senior mission leadership on the policy is required. At least five years of experience in engaging with government authorities and security services on the protection and promotion of human rights in situations of heightened violence is required.

Languages

English and French are the working languages of the United Nations Secretariat. For this job opening, English and French are required. United Nations Considerations

According to article 101, paragraph 3, of the Charter of the United Nations, the paramount consideration in the employment of the staff is the necessity of securing the highest standards of efficiency, competence, and integrity.
