Organizational Context and Scope
Under the overall supervision of the Chief of Mission (CoM), the direct supervision of the Programme Support Unit Coordinator, and in close coordination with the Head of Sub-Office in Palau and the Communications Officer in Pohnpei, FSM, the Communications Officer will be responsible and accountable for contributing to the planning and implementation of communications and visibility activities for the IOM Sub-Office in Palau, while extending support to the Marshall Islands, as needed.
- Contribute to the development and implementation of the communications plan for IOM in Palau, in line with the overall communication strategy for IOM North Pacific.
- Support the Head of Sub-Office in Palau in devising and implementing projects communications and visibility plans, aligned with the Mission’s communication strategy.
- Draft, edit and coordinate the production of press releases, web content, briefing materials, talking points and other public information products, ensuring accuracy, consistency and strategic messaging.
- Monitor and analyze the impact of external communications regarding IOM Palau and provide recommendations to strengthen outreach efforts.
- Support capacity building of IOM staff to carry out communications activities through training, mentoring, and coaching, with a particular focus on obtaining informed consent, data protection and compliance with IOM and donor visibility guidelines.
- Participate in coordinating “Media Lines to Take” for colleagues in IOM regarding on-going media requests on emerging issues relating to IOM’s work in Palau and the Marshall Islands, including crisis/emergency communications.
- Liaise with media counterparts in governmental and non-governmental partner agencies as required. Participate in global, regional and/or national UN Communications Groups and relevant interagency media and communication working groups.
- Assist in developing visibility materials that comply with IOM brand guidelines by drafting specific information inputs intended for presentations, factsheets, videos, as well as project-specific communications and visibility components, including outreach campaigns.
- Ensure that appropriate gender awareness and cultural sensitivity is incorporated in communications and visibility materials.
- Conduct travel duties as required to project sites.
- Perform such other relevant duties as may be assigned.
Education
- Master’s degree in Journalism, Media Communications, Public Information, International Relations or a related field from an accredited academic institution with two years of relevant professional experience; or,
- Bachelor’s degree in the above fields with four years of relevant professional experience.
Experience
- Experience in digital content creation, including photography, videography, graphic design and editing is required;
- Experience in international journalism, including coverage of international organizations is required; and,
Work experience in the Pacific is an advantage.
Skills
- Excellent skills in drafting, editing, graphic design and video production;
Demonstrated photojournalism skills;
- Understanding of social media platforms and experience working with UN communications and media partners;
- Ability to contribute to communications planning while effectively managing day-to-day communications and visibility activities;
- Ability to think both creatively and strategically; and,
- Strong attention to detail, analytical skills, and ability to follow up on assignments and report on communications activities.
Languages
All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).
At least a working knowledge of another language (including one of the six official UN languages, and/or a language that may be widely spoken in the country context) is desirable.
For this position, fluency in English is required (oral and written).
Working knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
