Project Context and Scope
The IOM Coordination Office for the Mediterranean (COMED) leads and supports communication activities related to migration dynamics in Italy and across the Mediterranean region, ensuring alignment with IOM global communication priorities.
In a context of increasing demand for high-quality visual and multimedia content, there is a need for specialized expertise to enhance the production of communication materials, including videos, and digital content, in line with institutional standards and strategic messaging.
This consultancy will support the development of compelling, visually engaging and strategically aligned content to improve outreach, visibility and engagement with key stakeholders, including media, institutions and the general public.
The consultancy responds to a time-bound need to strengthen the Unit’s capacity in the production of high-quality visual, graphic, and multimedia content, in line with increasing communication demands and specific project-related priorities.
Nature of the consultancy
The consultancy aims to provide specialized expertise in visual communication, graphic design, video production and digital content development to support the Media and Communication Unit (MCU) of IOM Coordination Office for the Mediterranean (IOM COMED).
The consultant will contribute to strengthening the quality, consistency and impact of IOM communication outputs, with a focus on digital storytelling, social media content and visibility products.
Working days and hours will be agreed in advance with the Senior Public Information Associate, in line with the needs of the Unit and the nature of the tasks.
Travel for official purposes may be required. All authorised travel expenses will be covered by IOM in accordance with applicable IOM rules and regulations and are not included in the consultancy fee.

Tasks to be performed under this contract
- Produce and edit video content (including videos, interviews, reels and institutional clips) for digital platformsSupport the development of visual storytelling products to communicate migration-related topics in a clear and engaging mannerDevelop high-quality graphic materials (social media assets, reports, presentations, infographics) in line with IOM branding guidelines Contribute to the planning and implementation of digital communication outputs, including social media content packages Provide technical advice on visual communication approaches, formats and tools to enhance the impact of communication products Design and layout publications and communication products (including reports, briefs, brochures and other institutional materials), ensuring clarity, readability and visual consistencyEnsure consistency and quality control of visual outputs across MCU activities Support the adaptation of communication materials for different platforms and audiences Collaborate with MCU and thematic units to translate complex information into accessible visual content Provide in-person support during key activities, including content production, events, or coordination meetings, as required Deliver outputs in line with agreed timelines and working arrangements Perform other related tasks within the scope of the consultancy as required

Education
- Bachelor’s degree in Communication, Graphic Design, Multimedia Production, International Relations, Social Sciences.
Experience
- Al least one year of experience in graphic design, video production, digital content creation and layout/editorial design
- Experience in developing communication materials for international organizations, NGOs or similar contexts is an advantage
- Demonstrated ability to translate complex topics into clear visual content
Skills
- Strong proficiency in graphic design and video editing tools, including Adobe Creative Suite (especially InDesign and Premiere), Canva and CapCut or similar tools
- Proven ability to produce high-quality visual and multimedia content for digital platforms
- Good understanding of digital communication, social media formats and visual storytelling
- Ability to work independently and deliver results within deadlines
Strong attention to detail and visual consistency
- Experience in data visualization and use of the tools
Languages
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
