Project Context and Scope

The International Organization for Migration (IOM) is implementing a portfolio of climate mobility initiatives in the Philippines to strengthen national and local capacities to anticipate, prepare for, and respond to the impacts of climate change on human mobility. These initiatives support the Government of the Philippines in implementing the National Adaptation Plan and advancing integrated approaches that recognize migration, displacement, planned relocation, and voluntary immobility as interconnected dimensions of climate adaptation.

Climate mobility refers to the movement of people in the context of climate change and environmental degradation, including migration, displacement, planned relocation, and efforts that enable people to remain safely where they live through resilience-building and adaptation. Recognizing climate mobility as both a challenge and an adaptation strategy, IOM works with national and local governments to strengthen evidence, policy coherence, institutional capacity, and financing for climate-informed decision-making.

To support these efforts, IOM seeks technical expert(s) with demonstrated expertise in climate policy, climate finance, and other relevant technical fields as they relate to the climate change-human mobility nexus. Experts will contribute to the design and delivery of training curricula and modules on climate mobility, the development of research activities and technical knowledge products, and the provision of technical assistance in mainstreaming mobility into national and local policies, plans, and financing frameworks. These initiatives are to be implemented under the regional project Building Knowledge and Capacity on the Migration and Climate Change Nexus in South-East Asia.

Specific areas of technical expertise that IOM seeks include 1) mainstreaming of climate mobility into relevant local policy and planning frameworks (e.g. LLCAPs, LCUPs, LDPs); 2) expanding opportunities to support national and local Government to access climate finance for purposes of addressing challenges linked to climate mobility; 3) expanding opportunities to enhance the evidence base and expand innovative programming on climate mobility, for example in relation to understanding and addressing the impacts of slow-onset hazards on human mobility, and understanding and enhancing opportunities for migration and planned relocation to positively contribute to adaptation efforts; and 4) development and delivery of capacity building materials (including training materials, technical guides, etc.) on the above-mentioned and other relevant topics.

Organizational Department / Unit to which the Consultant is contributing

The consultant(s) will work closely with the IOM Philippines Climate Mobility Unit and relevant government counterparts throughout the consultancy. All outputs will be developed in consultation with IOM and will be subject to review and approval prior to final acceptance.

Tasks to be performed under this contract

Required Qualifications and Experience

IOM intends to establish a roster of consultants to support the implementation of climate mobility initiatives in the Philippines. Applicants may demonstrate expertise in one or more of the technical areas outlined below. Individuals with multidisciplinary expertise are strongly encouraged to apply.

Minimum Qualifications

Applicants should possess the following minimum qualifications:

  • Advanced university degree (Master's degree or equivalent) in climate change, migration studies, environmental science, public policy, development studies, economics, geography, monitoring and evaluation, or another relevant discipline.
  • At least five (5) years of progressively responsible professional experience in climate change, migration, disaster risk reduction, environmental governance, sustainable development, or related fields.
  • Demonstrated experience working with Philippine government agencies, development partners, academia, civil society organizations, or international organizations.
  • Excellent analytical, research, technical writing, facilitation, and stakeholder engagement skills.
  • Excellent command of written and spoken English and Filipino.

Applicants should demonstrate expertise in one or more of the following technical areas:

Climate Mobility and Migration• Expertise in climate mobility, migration, displacement, planned relocation, and human mobility in the context of climate change.
• Strong knowledge of international frameworks, standards, and guidance related to climate mobility, migration governance, disaster displacement, and planned relocation.
• Familiarity with Philippine migration governance, disaster risk reduction, climate adaptation, and local governance systems.
• Experience supporting policy development, research, capacity-building, or programme implementation related to climate mobility.
Data, Evidence, Research, and Monitoring, Evaluation and Learning (MEL)• Expertise in research design and quantitative and qualitative data collection and analysis methodologies.
• Experience in indicator development, results frameworks, monitoring and evaluation, and evidence-based planning.
• Familiarity with Philippine climate, migration, disaster risk reduction, and development data systems, including relevant national datasets.
• Experience translating research and evidence into policy, programming, or learning products.
Climate Policy and Governance• Expertise in Philippine climate governance and policy frameworks, including the National Adaptation Plan (NAP), Nationally Determined Contributions (NDC), National Climate Change Action Plan (NCCAP), Local Climate Change Action Plans (LCCAPs), Local Disaster Risk Reduction and Management Plans (LDRRMPs), and related planning processes.
• Strong understanding of institutional arrangements, inter-agency coordination mechanisms, and whole-of-government approaches to climate adaptation and resilience.
• Experience supporting policy development, institutional strengthening, or capacity-building for national or local government agencies.
Climate Finance• Expertise in Philippine climate finance mechanisms, including the People's Survival Fund (PSF), Gender and Development (GAD) Budget, Local Climate Change Expenditure Tagging (LCCET), and other national and local financing mechanisms for climate action.
• Strong knowledge of international climate finance architecture, including the Green Climate Fund (GCF), Adaptation Fund, Loss and Damage Fund, multilateral development banks, and bilateral financing mechanisms.
• Experience in climate finance readiness, project development, proposal preparation, investment planning, or resource mobilization for climate adaptation, resilience, or sustainable development initiatives.
• Familiarity with financing approaches that support climate adaptation, resilience, and climate mobility interventions.

Travel Required

Travel may be required to support the delivery of the capacity building and technical assistance activities.

Languages

For this consultancy, English and Filipino.

Notes

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
