Project Context and Scope

The “EU4Migration in Albania” project aims to support the implementation of effective, efficient, and EU-aligned border and migration management systems in Albania. The project is embedded in the strategic objective of the National Strategy on Migration (NSM) in achieving effective migration governance to address challenges and enhance migration’s positive impact on development for the benefit of migrants and society. It also supports the GoA's 2023 commitment to improve the quality of asylum decision-making and decentralize procedures at the local level.

The project further contributes to the implementation of priorities identified in the EU Common Position for Cluster 1 – Fundamentals, particularly those related to strengthening migration and asylum governance and ensuring further alignment with the EU acquis in the areas of migration and international protection. In addition, it supports Albania’s efforts to fulfil the closing benchmarks under Chapter 24, particularly in the areas of migration and asylum.

Output 1.2 of the project “Advance the implementation of the National Strategy/Action Plan through the deployment of seconded staff in relevant governmental institutions” envisions the engagement of secondees during the project, deployed to the Ministry of Internal Affairs (MIA) who will support the work of the Technical Secretariat on Migration (TSM) in monitoring, coordination and reporting on the NSM and AP implementation, as well as the selected institutions in the implementation of measures under their responsibility.

Under the overall supervision of the IOM Head of Office, the direct supervision of the EU4Migration in Albania Project Manager, and in close coordination with the assigned person at MIA, the consultant will support MIA for the implementation of the NSM and its AP by:
• Supporting the development and refinement of indicators for measuring results, impact, and achievements aligned with National Migration Strategy objectives, as requested.
• Assisting in the coordination of data collection processes, ensuring quality, reliability, and timely reporting.
• Supporting the analysis of quantitative and qualitative data to assess progress, challenges, and outcomes.
• Contributing to the preparation of regular M&E reports, including updates on progress, performance assessments, and recommendations, as needed.
• Assisting in the organization and implementation of mid-term and final evaluations of the NSM and its AP.
• Providing technical assistance and contributing to capacity building for actors involved in M&E activities, including governmental institutions and implementing partners.
• Facilitating coordination and communication among relevant institutions to strengthen M&E practices and ensuring compliance with national and international M&E standards.
• Supporting communication, visibility, dissemination and publication activities in collaboration with appropriate structures within the Ministry of Internal Affairs.

Tasks to be performed under this contract

Education

  • Completed an advanced degree from an accredited academic institution in Public Policy, Social Sciences, Information Technology, Economics, Foreign Languages, Communications, or other relevant fields.

Experience

  • At least 5 years of relevant professional experience
  • Experience in monitoring and/or implementation of projects, public policies, strategies or action plans
  • Experience in research, data analysis and preparation of technical and analytical documents
  • Experience in data collection, analysis and reporting
  • Experience in coordinating with public institutions and other stakeholders

Skills

  • Ability to maintain accuracy and confidentiality in performing responsibilities
  • Excellent communication and reporting-writing skills in Albanian and English
  • Strong interpersonal and intercultural skills with attention to detail.

Languages

Fluency in Albanian and English is requested for this assignment.

Notes

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
