Project Context and Scope
The International Organization for Migration (IOM) will support the development of a specialized training module to strengthen the capacity of labour inspectors to identify, respond to and refer cases involving indicators of trafficking in persons and labour exploitation. The module will be designed for integration into the initial and continuous training curriculum for labour inspectors, ensuring sustainability and institutional ownership.
The International Consultant will work as part of a team with the Local Consultant to ensure that the training module combines international standards, comparative practice and technical guidance with a strong understanding of the Albanian legal, institutional and operational context, including the roles and responsibilities of labour inspectorates, law enforcement institutions, referral structures and relevant case management procedures.
Working under the overall supervision of IOM Albania and in close coordination with the Labour Inspectorate and the Local Consultant, the International Consultant will first support an assessment of the current situation, existing capacities, training needs and operational priorities. The findings of this assessment will inform the technical development of the specialized training module for labour inspectors and the subsequent organization and delivery of the Training of Trainers (ToT).

Tasks to be performed under this contract
Education
Advanced university degree in social sciences, public administration, human rights, labour relations, law, criminal justice, migration studies or another relevant field.
Experience
Skills
• Extensive experience in developing training programmes, training content, SOPs, guidance materials and practical tools for public institutions and service providers.
• Experience working with government institutions, labour inspectorates, law enforcement-related structures, referral mechanisms and other relevant stakeholders, including facilitation of consultations and capacity-building activities in multicultural or international settings.
• Strong analytical, drafting, facilitation and communication skills, demonstrated through national and international consultancy assignments.
• Ability to perform responsibilities with accuracy, discretion and confidentiality.
• Strong interpersonal and intercultural skills, with attention to detail.
Languages
For this consultancy, Fluency in English is required for this assignment. Knowledge of Albanian and/or other Western Balkan languages is considered an asset

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy.
