Project Context and Scope
Danish Western Balkans Regional Migration Governance Programme (RMGP) – Focus on Western Balkans and Republic of Türkiye – Outcome 2 (IB0537)
The International Organization for Migration (IOM) will support an assessment of the current situation, including existing capacities, training needs, operational practices and institutional arrangements relevant to labor inspections, trafficking in persons and labor exploitation. The findings of this assessment will inform the subsequent development of a specialized training module to strengthen the capacity of labor inspectors to identify, respond to and refer cases involving indicators of trafficking in persons and labor exploitation.
The local consultant will work as part of a team with the international consultant to ensure that the training module reflects the Albanian legal, institutional, and operational context, including the roles and responsibilities of labor inspectorates, law enforcement institutions, referral structures, and relevant case management procedures.
Working under the overall supervision of IOM Albania and in close coordination with the Labor Inspectorate and the International Consultant, the Local Consultant will support the assessment of the current situation, contribute to the development of a specialized training module for labor inspectors, and support the organization of a Training of Trainers (ToT).

Tasks to be performed under this contract
Education
• Advanced university degree in social sciences, public administration, human rights, labor relations, criminal justice, or another relevant field.
Experience
• At least 10 years of relevant professional experience in migration, trafficking in persons, employment sector, protection, social inclusion, and institutional capacity development.
Skills
• Extensive experience in developing training programmes, training content, SOPs, guidance materials and practical tools for public institutions and service providers.
• Extensive experience working with ministries, local authorities, law-enforcement-related structures, referral mechanisms and other national stakeholders, including facilitation of consultations and capacity-building activities.
• Strong analytical, drafting, facilitation and communication skills demonstrated through numerous national and international consultancy assignments
• Ability to maintain accuracy and confidentiality in performing responsibilities.
• Strong interpersonal and intercultural skills with attention to detail.
Languages
For this consultancy, Fluency in Albanian and English is required for this assignment.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
