Working closely with governmental, intergovernmental and non-governmental partners, IOM promotes humane and orderly migration for the benefit of all. It saves lives and protects people on the move, drives solutions to displacement, and facilitates pathways for regular migration, while providing services and advice to governments and migrants.
IOM is committed to fostering a respectful, inclusive and supportive workplace where all employees can thrive professionally and feel valued. By creating such an environment, IOM aims to better harness the full potential of migration and strengthen its support to people on the move.
Project Context and Scope
Effective community engagement and policing are central to building trust, enhancing public safety, and promoting accountability within law enforcement systems. In Nigeria, ongoing border security trends highlight the need for a structured, inclusive, and context-specific Framework to guide interactions between border officials, law enforcement and communities.
To support improved national response mechanisms, the International Organization for Migration (IOM) seeks to support the efforts of the Federal Government of Nigeria, to review, strengthen, and finalize the National Community Engagement and Policing Framework for Nigeria, ensuring it is practical, inclusive, gender-responsive, conflict-sensitive, and aligned with national policies and international best practices. A zero draft of the same has already been developed but further technical support is required to refine, strengthen, and finalize the document. To achieve this, IOM is looking for a reputable consultant to support the finalisation of the Framework, through a whole-of-government and whole-of-society approach. The consultant will also provide capacity building support to facilitate effective implementation of the Framework.
This intervention is implemented under the EU National Migration Governance Programme (2024–2029) which aims to support Nigeria in enhancing migration governance through strengthened border management systems, improved identity management frameworks, and targeted institutional capacity-building interventions.
Organizational Department / Unit to which the Consultant is contributing
The consultant will contribute to the Migration Management Unit, specifically IBG and Migration Governance.
