Project Context and Scope
The CAPACITY Programme constitutes Pillar I of the Danish Migration Management Programme (2024–2029), funded by the Ministry of Foreign Affairs of Denmark and implemented by the International Organization for Migration (IOM). The Programme supports partner governments in strengthening migration governance systems, institutional capacities and regional cooperation mechanisms to facilitate safe, orderly and regular migration through migration management, dialogue and coordination, and rights-based return, readmission and sustainable reintegration. The Programme is implemented through Country Offices in Algeria, Lebanon, Morocco, Nigeria, Somalia and Syria, complemented by regional and cross-regional interventions across the Middle East and North Africa and East and Horn of Africa regions.
As implementation advances, the Programme requires a series of strategic communication, visibility, reporting and knowledge products to support donor engagement, senior-level advocacy, programme positioning and internal awareness. Existing programme materials, including presentations, reports, flash updates, dashboards and communication products, provide a strong foundation but require consolidation, refinement and adaptation for different audiences and purposes.
Under the direct supervision of the Programme Manager, CAPACITY, and in close coordination with relevant IOM Denmark personnel, participating Country Offices and other relevant stakeholders, the consultant will support the development of strategic programme communication and reporting products aimed at strengthening programme visibility, communicating results and achievements, and facilitating engagement with donor representatives, government counterparts, senior IOM leadership and other stakeholders.

The consultant will work to contribute to the CAPACITY Programme (IB0467) in IOM Denmark. The Consultant will report to the CAPACITY programme manager.
Tasks to be performed under this contract
Essential
Interested candidates should demonstrate experience in the following areas:
- Minimum five years of relevant professional experience in strategic communications, knowledge management, programme reporting, donor reporting, public affairs, policy communications, editorial work, or related fields.
- Demonstrated experience developing high-quality communication and visibility products for international organizations (IOM particularly), development agencies, governmental institutions or similar entities.
- Proven experience preparing presentations, briefing materials, reports, knowledge products and stakeholder-facing communication materials for senior-level audiences.
- Experience translating complex technical or programme information into concise and accessible communication products for different audiences.
- Previous experience working with migration, governance, development cooperation, humanitarian or international policy issues is an advantage.
- Familiarity with donor-funded programme environments and reporting requirements is desirable.
Desirable
- Experience working with IOM on developing communications products, including related to the thematic area of Immigration and Border Management and Protection/Return management.
The consultant must adhere to the IOM Data Protection Principles (IN/138) and maintain confidentiality.
The assignment is expected to be completed over 4 month, defined period. A detailed workplan will be agreed upon communication of award, noting that most deadlines will be set based on need and urgency.
The workplan will include clear milestones, validation points, and submission dates, and will remain flexible to accommodate availability of key stakeholders.
Travel
No travel is required.
The budget for the assignment will be an all-inclusive lump sum based and commensurate with the scope, duration, and level of effort required. The budget will cover all costs associated with the assignment, including professional fees, coordination meetings, and any other necessary inputs. Work is mostly expected to be conducted remotely.
A detailed budget breakdown will be submitted as part of the proposal and will be cleared by IOM prior to contract signature.

Languages
For this consultancy, fluency is English is required.
Capacity to interact in French and / or Arabic is desirable

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
