Result of Service

The main result of the consultancy will be inputs for the fifth review and appraisal of the implementation of the Madrid International Plan of Action on Ageing (MIPAA) which include technical assistance, national voluntary reports and desk review. The consultant as a specialist in the area will deliver the outputs as requested in the TORs.

Duties and Responsibilities

Under the supervision of the Coordinator of the Population and Development Area of CELADE-Population Division of ECLAC, the consultant will carry out the following activities: 1. Support CELADE's technical assistance and advisory activities, at the request of the Caribbean governments, for the preparation of national reports on the implementation of the Madrid International Plan of Action on Ageing. Provide online sessions of technical assistance in each of the three priority areas:

a) Older persons and development,

b) Advancing health and well-being into old age and

c) Ensuring enabling and supportive environments.

2. Bolster the production of at least two National Voluntary Reports for the fifth review and appraisal of the implementation of the Madrid International Plan of Action on Ageing (MIPAA) and systematize countries' progress in implementing the MIPAA, based on the national reports produced, and incorporate them into the subregional chapter of the report.

3. Back CELADE’s preparation of the subregional input based on the information received from Caribbean Member States and a comprehensive desk review draft the subregional input for the LAC Report of the fifth review and appraisal of the implementation of the Madrid International Plan of Action on Ageing (MIPAA) with challenges and opportunities including policy recommendations.

Qualifications/special skills

Advanced university degree in demography, population studies, social sciences, public policy or related fields is required. Experience in research, policy analysis or program implementation in the area of population and development are required Background and understanding of population aging policies and frameworks and track record of relevant work, projects or publications for international organizations are required. Understanding of the Madrid International Plan of Actions (MIPAA) and the 2030 Agenda for Sustainable Development is desirable.

Languages

Full professional proficiency in both written and oral English is a requirement (Level IV ONU).
