Purpose of Assignment
The purpose of this 17-month consultancy is to support implementation of the inter-agency PROSPECTS Opportunity Fund Project: "PROSPECTS 4 Youth: Unlocking youth engagement in education and employment opportunities in forced displacement contexts" in line with the PROSPECTS Partnership Phase 2 cross-cutting commitments that are funded by the Government of the Netherlands. The PROSPECTS Partnership Youth pillar and is being implemented jointly by UNICEF, ILO, and UNHCR during the period 01 January 2026 through 31 December 2027.
The Consultant will work with youth focal points at ILO and UNHCR to jointly establish, lead, and manage an Inter-Agency PROSPECTS4Youth Technical Facility (P4YTF) and Intergenerational Network (P4YIGN) that together provide integrated technical support to PROSPECTS countries to strengthen the realisation of rights, access to services, and socio-economic opportunities for young people. The PROSPECTS4Youth Technical Facility and Intergenerational Network will establish a foundation for effective youth engagement, participation, and leadership across all PROSPECTS pillars, with a focus on education and employment. Focused around three streams of work - Link, Learn, and Localise, the P4YTF and P4YIGN will facilitate connections and dialogue, generate and share knowledge, deliver technical expertise, promote peer-to-peer learning, and strengthen the capacities of key stakeholders to effectively lead and influence policy outcomes and deliver results by, with, and for young people. This consultancy is intended to support establishment and maintenance of the P4YTF and P4YIGN, and to seek longer term funding to sustain them.
The Consultant will also work closely with the supervisor, and with other members of the Education as part of the Humanitarian Action and Resilience Team and PROSPECTS team (staff and consultants). The consultant will collaborate and provide mentoring and support to GRYN or other Refugee Youth Led Organization partners involved in realizing work as part of the "PROSPECTS 4 Youth: Unlocking youth engagement in education and employment opportunities in forced displacement contexts" initiative funded through PROSPECTS.
