Nature of the consultancy

The Consultant will&nbsp;provide technical and engineering support to IOM Egypt and relevant national counterparts for the assessment, design, costing, procurement support, and oversight of construction, refurbishment, and equipment installation works implemented under multiple IBG-led projects,&nbsp;ensuring&nbsp;the timely and high-quality implementation of IOM project activities. The role will also support the&nbsp;Immigration and&nbsp;Border Governance (IBG)&nbsp;unit at&nbsp;IOM&nbsp;Egypt, contributing to the advancement of IOM’s mandate and strategic priorities within the country. (Category&nbsp;B)&nbsp;&nbsp;<br>&nbsp;

Project Context and Scope

Under ongoing programmes and initiatives, a series of activities is being implemented in collaboration with national counterparts, including infrastructure development, refurbishment, and the provision of specialized equipment. These interventions are designed to strengthen institutional capacities, enhance operational readiness, and support national priorities. More specifically, the activities aim to reinforce the capacities of relevant authorities in areas such as rescue operations, protection of vulnerable migrants, prevention of transnational crime, integrated border management, and humanitarian border management, thereby contributing to the more effective and efficient management of migration flows through strengthened border surveillance and search and rescue capabilities at land and sea.

Tasks to be performed under this contract

Education

Advanced degree in Civil Engineering, Architecture, or related&nbsp;field.&nbsp;&nbsp;

Experience

At least&nbsp;15&nbsp;years of professional experience in construction oversight, quality control, or infrastructure project management.&nbsp;

Proven experience with government or&nbsp;defence-related infrastructure projects an asset.&nbsp;

Strong knowledge of Egyptian construction codes, safety standards, and quality assurance frameworks.&nbsp;

Skills

Excellent analytical, reporting, and communication skills.&nbsp;

Proficiency in engineering design software (e.g. AutoCAD) and related applications for preparation and review of technical drawings, BoQs, and specifications.

Proactive,&nbsp;self-motivated&nbsp;and able to&nbsp;identify&nbsp;problems and providing solutions in a time efficient manner.&nbsp;

Experience working with the United Nations is&nbsp;a valuable asset.&nbsp;&nbsp;&nbsp;

Prior&nbsp;experience in organizing and/or delivering capacity building activities.&nbsp;

Capacity to communicate in&nbsp;Arabic&nbsp;and&nbsp;English.&nbsp;

PC-based skills including Microsoft Word, Excel, Power-point&nbsp;and internet.&nbsp;&nbsp;

Languages

For this consultancy, fluency in English and Arabic is required (oral and written).

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.&nbsp;
