Project Context and Scope
The "Promoting Sustainable and Socially Inclusive Labour Market Integration" project aims to increase the formal employment of Syrians under Temporary Protection, persons under International Protection and Turkish citizens, and to strengthen the harmonization process in Türkiye.
Activity 4.3.4, implemented under the project, aims to contribute to the enhancement of social cohesion between migrants and host communities in Türkiye through an improved and localized implementation of the National Action Plan on Harmonization. In this framework, the activity seeks to strengthen the capacity of Provincial Directorates of Migration Management to analyse, prioritize and plan local-level social cohesion solutions aligned with national strategies.
The primary objective of the Local Harmonization Action Plans is to analyse the current situation in the fields of migration and harmonization at the provincial level, strengthen coordination among public institutions, develop policy recommendations based on local needs, and support the effective implementation of the Presidency of Migration Management's local harmonization policies.
To this end, Local Harmonization Action Plans will be prepared for 20 provinces with a holistic perspective, covering the activities of all units of the Directorate General of Harmonization and Communication of the Presidency of Migration Management, as well as activities identified by local stakeholders, in order to address social cohesion needs at the provincial level and provide locally specific solutions.

Tasks to be performed under this contract
Education
- Academic degree in Migration Studies, Political Science, Social Sciences, International Relations, Public Administration, Law, Sociology, Social Work, Business Administration, or other relevant departments within the Faculty of Economics and Administrative Sciences.
Experience
- At least 3 years of relevant experience in migration studies, social cohesion policies, or related fields.
- In-depth knowledge of migration and social cohesion issues at the local level.
- In-depth knowledge of the functions of governmental institutions and civil society organizations at the local level.
- In-depth knowledge of the local dynamics of migration management in the provinces designated for field visits and direct implementation (see Duty Station of the Consultancy section). The consultant is expected to have prior working experience in at least one of the above-listed provinces (see Duty Station of the Consultancy section). Candidates with prior working experience in both assigned provinces will be given priority.
- Prior experience in preparing action plans or other policy documents.
- Professional experience in working with academics and relevant public institutions. Previous working experience with the Presidency of Migration Management, Provincial Directorates of Migration Management, and/or Governorates (Provincial Authorities) is an asset.
- Prior experience in workshop/training facilitation and field research reporting is an asset.
Languages
For this consultancy, fluency in English and Turkish is required.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
