The consultancy is expected to contribute to:
1. Successful implementation of the Global Fleet Optimization Initiative across United Nations field missions.
2. Improved utilization and optimization of Light Passenger Vehicle (LPV) fleets.
3. Better alignment of LPV holdings with approved fleet ceilings and verified operational requirements.
4. Increased implementation of vehicle pooling and shared mobility arrangements to maximize fleet utilization.
5. Enhanced oversight of LPV acquisition, replacement, disposal and write-off programmes.
6. Accelerated disposal of surplus, overaged and underutilized LPVs in accordance with approved disposal plans.
7. Improved implementation and monitoring of the Transportation Management Tool (TMT) to support LPV utilization and pooling arrangements.
8. Strengthened fleet governance through improved fleet data quality, performance monitoring and compliance with established policies and standards.
9. Enhanced analytical reporting and evidence-based decision-making to support LPV fleet optimization.
10. Reduced fleet operating costs through improved asset utilization, rightsizing and lifecycle management while maintaining operational effectiveness.
Duties and Responsibilities
Background The Department of Operational Support (DOS), through the Office of Supply Chain Management (OSCM), has launched the Global Fleet Optimization Initiative to improve the efficiency, sustainability, and cost-effectiveness of Light Passenger Vehicle (LPV) fleet management across United Nations field missions.
The initiative supports the objectives of the UN80 reform agenda by promoting data-driven fleet management, optimizing LPV utilization, strengthening vehicle pooling arrangements, rightsizing fleet holdings, accelerating the disposal of aged and underutilized vehicles, and ensuring that vehicle acquisition and replacement decisions are supported by verified operational requirements. As part of the initiative, DOS is undertaking a comprehensive review of LPV fleets across field missions to ensure that vehicle holdings remain aligned with approved fleet ceilings and operational needs.
The initiative emphasizes maximizing the utilization of existing assets through vehicle pooling, redeployment, improved fleet planning, and the timely disposal of surplus vehicles, while ensuring that all available optimization measures are fully considered before the acquisition of new vehicles. It also seeks to strengthen oversight of fleet data, replacement planning, disposal implementation, and compliance with established fleet management policies and standards.
The consultancy will provide specialized technical expertise to support DOS in implementing the Global Fleet Optimization Initiative by reviewing LPV holdings, monitoring disposal and replacement programmes, assessing vehicle acquisition requests, identifying opportunities for fleet optimization, and strengthening governance through performance monitoring and evidence-based recommendations.
The consultant will contribute to improving resource stewardship while ensuring that LPV fleets continue to support the operational requirements of United Nations field missions efficiently and cost-effectively. Under the overall supervision of the Chief Transport Unit, Logistics Division, OSCM/DOS, the consultant shall focus on:
1. Review all field missions’ Light Passenger Vehicle (LPV) holdings to ensure alignment with approved fleet ceilings and verified operational requirements.
2. Assess LPV utilization levels and identify opportunities to improve vehicle utilization through optimization measures.
3. Review requests for LPV and special purpose vehicles acquisition and replacement to determine whether operational requirements can be met through vehicle pooling, redeployment, rightsizing or other optimization measures before recommending procurement.
4. Monitor the implementation of approved LPV disposal and write-off programmes and recommend corrective actions to accelerate disposal activities.
5. Review fleet inventories, vehicle status records and fleet management data maintained in Umoja, CarLog and other corporate systems to ensure accuracy and consistency.
6. Assess compliance with approved fleet optimization targets, disposal plans and replacement criteria established under the Global Fleet Optimization Initiative.
7. Identify opportunities to redeploy, reassign or rationalize LPV assets across United Nations field missions.
8. Review existing vehicle pooling arrangements and support the expansion of shared mobility models to improve fleet utilization.
9. Monitor the implementation and effectiveness of the Transportation Management Tool (TMT) in supporting LPV utilization and vehicle pooling arrangements.
10. Develop fleet performance indicators, dashboards and analytical reports to monitor progress under the Global Fleet Optimization Initiative.
11. Prepare technical assessments, policy papers, briefing notes and recommendations concerning LPV optimization, acquisition, replacement and disposal.
12. Liaise with Chief Transport Officers (CTOs), mission support components and Headquarters stakeholders to facilitate the implementation of the Global Fleet Optimization Initiative and validate fleet optimization recommendations.
Qualifications/special skills
Advanced university degree (Master's degree or equivalent) in Supply Chain Management, Logistics, Transport Management, Engineering, Business Administration, or a related field is required. A first level university degree with a relevant combination of education, professional training, certification in surface transport operations, and two
(2) additional years of work experience in surface transportation related occupation, may be accepted in lieu of the advanced university degree. A minimum of five
(5) years of relevant professional experience in fleet management, transportation management, or logistics operations is required. Experience in coordinating with and reporting to a broad range of stakeholders, including senior management and operational counterparts, is required. A minimum of two
(2) years of experience in United Nations field operations or a comparable international operational environment is highly desirable. Experience in data analysis, performance reporting, and business intelligence tools related to fleet optimization, asset management, or transportation operations is desirable. Experience using Enterprise Resource Planning (ERP) systems and fleet management applications, such as SAP, Car Log, or similar systems, is desirable.
