Purpose for the Post

The International Maritime Organization (IMO) is a specialized agency of the United Nations and frequently engages consultants to support key aspects of its work. Under the overall supervision of the Director of Technical Cooperation and Implementation Division, the consultant will provide technical maritime expertise on a project designed to support Ukraine in enhancing facilitation of the international maritime traffic.

Main Duties and Responsibilities

  • Attend the project’s inception workshop in Ukraine.
  • Organise and deliver an in-person workshop for Ukrainian officials on the Convention on Facilitation of International Maritime Traffic, 1965 (FAL Convention) and its amendment as well as on and port clearance procedures. The workshop will include best practices from IMO Member States as well as practical exercises.
  • Provide evaluation and feedback on the workshop.
  • Submit a final report on the workshop.
  • Prepare a recommendations paper to support the Ukrainian administration in further enhancing the implementation of the FAL Convention and its recent amendments, as well as port clearance procedures.

Professional Experience

A minimum of 10 years of progressively responsible work experience in maritime trade, transportation and facilitation procedures.

Education

A university degree in maritime business, port administration, or public administration is essential.

Language Skills

Proficiency in English, both written and oral, is essential. Working knowledge of other UN languages would be an asset.

Other Skills

Competent in the use of relevant IT applications including advanced skills in MS Office is essential. Knowledge and understanding of capacity-development challenges related to maritime issues would be desirable.

Required Competencies

  • Knowledge and expertise in maritime facilitation, international maritime traffic procedures, and maritime trade.
  • Knowledge of IMO regulations and Conventions, with a specific knowledge of the Convention on Facilitation of International Maritime Traffic of 1965 and its recent amendments.
  • Solid communication skills, and ability to present complex issues orally in a clear manner.
  • Thoroughness and good attention to detail in all responsibilities, ensuring accuracy in delivery and implementation.
  • Ability to coordinate activities and resources.
  • Ability to adapt to challenging environment.
  • Ability to build and maintain effective working relationships with internal and external stakeholders, at all levels including in an international, cross-cultural context.
  • Analytical problem solving, strong time management skills.

Contract Information

This consultancy is for a 15 day period remunerated at US$500 per day
