Background

IBE’s mission is to strengthen the capacities of member states to design, develop, and implement curricula that ensure the equity, quality, development-relevance and resource efficiency of education and learning systems.

IBE-UNESCO's mandate strategically positions it to support member states' efforts to implement Sustainable Development Goal 4 (SDG4) 'Quality education for all' and indeed, other SDGs that depend for their success on effective education and learning systems.

Technical Assistance (TA) is one of the main activities of the IBE. It focuses on all curriculum-related topics on which the IBE has the greatest comparative advantage. IBE’s TA is based on experience and knowledge gained in various regions of the world and countries at different levels of development.

Purpose and scope

In the scope of its mandate, IBE is currently supporting the curriculum reform in Haiti through two projects (Phase II (2025-2027) and Phase III (2026-2029). The Programme Assistant will support the Technical Assistance Unit in the coordination, implementation, monitoring, communication and reporting of activities related to the curriculum reform process in Haiti.

ASSIGNMENTS

Under the overall authority of the Director of the UNESCO-IBE Director and the direct authority of the Head of the Technical Assistance unit, the Programme Assistant shall undertake the work assignment as follow:

I - Technical Assistance

Contribute to:

  • Drafting technical and financial proposals.
  • Supporting the implementation of project activities, through the preparation of Terms of Reference, coordination with consultants, quality assurance support, and logistical coordination.
  • Developing pedagogical tools and technical resources to support curriculum reform processes.
  • Preparing communication materials related to the Haiti curriculum reform, including drafting various content (articles, blog posts, briefs, etc.) to document project progress, highlight key initiatives, and foster stakeholder engagement.
  • Monitoring and reporting on project implementation and results.
  • Collecting and analyzing data, lessons learned, and good practices.
  • Maintaining project documentation and knowledge management resources.

II – Institutional development and others

Contribute to:

  • Supporting the Director in the organisational and institutional development process of the IBE.
  • Undertaking any other tasks required to support the mandate and activities of the Technical Assistance Unit.

DELIVERABLES

Monthly progress evidence reports on milestones achieved in the execution of tasks listed above.

EDUCATION

University degree at Masters level or equivalent in Education, Social Sciences, Political Sciences, Economics, or any related field;

WORK EXPERIENCE

  • At least five years of professional experience in the field of education;
  • Experience in project design and implementation;

LANGUAGES

Excellent knowledge of written and spoken French and/or English.

A written proposal comprising

  • An up-to-date CV stating details of educational qualifications, work experience, including prior experience ofsimilar work,
  • A brief proposal (1-2 pages) outlining the approach/methodology to undertake the assignment and,
  • A competitive fee for the assignment expressed on a monthly basis.
