How can you make a difference?
The purpose of this assignment is to consolidate and operationalize UNICEF Peru’s IF4C agenda by developing an institutionally owned territorial investment pipeline for children, initially in Arequipa or another prioritized region; integrating CLIF into existing public investment and public-private processes where it adds value; and accompanying priority projects toward actionable structuring and financing pathways. Based on evidence and lessons from the Peru pilot, the consultant will also support LACRO in assessing which elements may be transferable or adaptable to other LAC contexts.

• Technical expertise: Demonstrated experience managing complex public-private sector mechanisms, negotiating high-level multi-stakeholder agreements, and structuring blended finance, tax-credit operations (such as "Obras por Impuestos" in Peru), or multilateral loan/grant operations
• Political savvy: Strong experience in political-economic analysis, strategic engagement, and official representation in international, multilateral, or elite corporate and financial settings.
Desirables
- Multilateral fit: Prior experience within the UN system, International Financial Institutions (IFIs / MDBs), or prominent international development organizations is highly desirable.
