The main objective of this project is to improve stability and peaceful coexistence between local communities and migrant communities in the target provinces of northern Chad. This project will adopt a four-pronged approach to community stabilization in the BEET regions, including improved access to legal documentation and basic social services—such as community infrastructure— improved access for host communities and migrants/returnees to employment and sustainable livelihoods, particularly for youth and women, as well as strengthening national capacity to collect and analyze migration data to combat human trafficking and migrant smuggling and address the root causes of irregular migration.
1: Develop policy and operational resources aimed at enhancing safe, orderly, and regular migration pathways and develop tools to facilitate the implementation of IBG activities at IOM Chad including procurement plan for purchase of MIDAS and other IBG equipment for selected BCP in the North of Chad.
2: Conduct a joint field mission to targeted border posts with IOM staff and representatives of the Ministry of Security to establish initial contact with local authorities, assess operational conditions, and support the identification of priority intervention areas.
3: Design and conduct capacity-development trainings on MIDAS and other IBG thematic areas including, but not limited to, document security, passport examination, legal identity, identity management, the responsible use of biometrics, readmission, cooperation, admission and stay pathways, and Advance Passenger Information, amongst others.
4: Oversee the elaboration of public information and training materials, including resources for customs, border and immigration authorities, visa officers, and other border governance stakeholders for internal and external use.
5: Develop a roadmap that should include capacity building for border agents, immigration and emigration, and DST staff on hardware/software management and maintenance to ensure sustainability of MIDAS equipment, including internal data management, storage of numeric data, and data security, and related training curriculums. This will establish a clear and concrete needs and steps to be taken into consideration for the future implementation of key recommendations.
6: Provide technical and organizational support for the planning and implementation of a transnational forum with a focus on key migration challenge in norther Chad bringing together representatives from Chad and neighbouring countries including relevant experts and designated focal points in the areas of migration, security, and diplomacy.
7. Perform any other tasked assigned by the supervisor.
