Result of Service

The consultant will enforce Trade Simulator Interface by assisting in developing a tracking and monitoring system of barriers to trade in services in Saudi Arabia and its key partners.

Duties and Responsibilities

Under its technical assistance project with the Ministry of Economy and Planning in Saudi Arabia, ESCWA is hiring a consultant to support the development and strengthening of interconnected trade analysis tools by contributing to extending ESCWA’s trade negotiation and simulation tools. The tasks cover data preparation and management, analytical framework development, user-oriented interface improvements, and preparation of user guides and training materials. The objective of this consultancy is to support the development and strengthening of interconnected trade analysis tools. The following activities will be implemented by the consultant:

1. Develop a tracking and monitoring system of barriers to trade in services in Saudi Arabia and its key partners. The tracking and monitoring system will offer a unique platform through listing and displaying barriers through different forms covering legal barriers, STRI and AVEs of key barriers to trade in services with the possibility to classify them by mode of supply.

2. Refine and improve the generation of automatic briefs from running the final updated and extended GETSI developed for Saudi Arabia.

3. Prepares methodological notes, user guides, and training content to support national teams in effectively using the new trade simulation interfaces.

Qualifications/special skills

A first-level university degree in Economics or Finance is required. Master's in Economics or Finance is desirable. All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed At least two years of professional experience in economic research and policy analysis, with a focus on international trade, is required. Experience in drafting technical documentation, methodological notes, and policy-oriented analytical outputs is required. Experience in the application of artificial intelligence tools for economic or trade-related analysis is required. Knowledge of programming languages (Python) is required. Experience working with international trade databases and programmatic data access tools (including APIs) is desirable.

Languages

English and French are the working languages of the United Nations Secretariat; and Arabic is a working language of ESCWA. For this position, Fluency in English is required. Knowledge of French and Arabic is desirable. Note: “Fluency” equals a rating of ‘fluent’ in all four areas (speak, read, write, and understand) and “Knowledge of” equals a rating of ‘confident’ in two of the four areas.
