Contribute to expedite the response to crisis by facilitating the supply of emergency goods by developing a generic institutional and governance framework based on the implementation of ASYREC system, based on the pilot project of ASYREC in the Pacific Region.

Duties and Responsibilities
Under the supervision of the project manager of the UNCTAD and the overall supervision of the Chief of the Trade Facilitation Section, Trade Logistics Branch, Division on Technology and Logistics of UNCTAD, the international consultant will support the implementation of Automated System for Relief Emergency Consignments (ASYREC) in the Pacific region through the following activities:
Provide technical advice and quality assurance inputs to the work and outputs of the national consultant responsible for developing the ASYREC user guide, the e-learning module, and recommendations on the institutional and governance framework for the implementation and operation of ASYREC. The consultant will bring the experience and benchmark of African countries in this field of work.
Provide an international perspective on the supply of emergency goods by reviewing and analyzing international good practices, standards, and experiences related to the importation, clearance, transport, and distribution of relief consignments during emergencies and disasters, and identifying relevant trade facilitation measures that could be adapted to the Pacific context.
Contribute to the customization and enhancement of the ASYREC e-learning module to ensure its applicability to a broader range of crises and emergency situations, including natural disasters, public health emergencies, and other humanitarian contexts, and support the incorporation of international case studies and practical examples. Ensuring that the e-learning module is drafted in a way that could be applied to any international context, including the context of African countries.
Develop a technical assistance product on trade facilitation and the supply of emergency goods, including methodologies, guidance materials, and recommendations that can support Member States in strengthening preparedness and response mechanisms for the rapid movement and clearance of relief consignments during emergencies. A benchmarking with selected African countries will be needed to undertake this task.
Provide technical guidance and substantive inputs to the organization of the regional awareness seminar on ASYREC for Pacific Island countries, including the development of the programme, identification of key topics and speakers, preparation of presentation materials, and delivery of technical sessions as appropriate, as a closing activity of the project.
Qualifications/special skills
Advanced university degree, Master, in economics, law or development, with specialization in international trade, customs and/or transport, is required At least 7 years of work experience in relevant experience in trade facilitation is required. Work experience in international trade, trade facilitation measures, customs, and/or transport, and working with developing countries, is required. Work experience on the use of UNCTAD Reform Tracker or similar monitoring tools for National Trade Facilitation Committees, is required. Work experience in Asian countries would be an advantage.
Languages
Fluency written and spoken in English is required.
