TERMS OF REFERENCE
The purpose of this consultancy is to provide high-quality analytical, advisory, and technical support to MoETE to advance evidence-informed decision-making and digital transformation across the education sector. The consultant will support sector analysis, strategic planning, reform implementation, and the development of digital systems and innovations that strengthen data-driven management, coordination, monitoring, and service delivery.
Education
- Advanced university degree (PhD) in Education, Data Analytics, Educational Technology, Digital Learning, or a related field, with a focus on technology-enabled system transformation and innovation
Work Experience
- Minimum of 15 years of progressive professional experience in education sector development, digital transformation, data and evidence systems, or related fields, including work on large-scale national or international programmes.
- Strong experience in qualitative research, data analysis, and evidence generation, including coding and synthesis of large datasets and translating findings into actionable policy and programme recommendations.
- Proven track record in providing technical advisory support for education sector analysis, strategic planning, policy development, and partnership frameworks within government and/or international development contexts.
- Experience in leading stakeholder consultations, requirements analysis, and the development or oversight of digital transformation initiatives and technology-enabled solutions in the education sector.
- Substantial experience working with government counterparts and development partners, including the design and delivery of capacity-building initiatives to strengthen institutional and technical capacity.
Knowledge/Expertise/Skills
- Strong analytical and problem-solving skills, with the ability to synthesize complex information, identify strategic issues, and develop practical recommendations.
- Sound understanding of education sector planning, results-based management, public sector reform, and evidence-informed decision-making processes.
- Strong knowledge of data governance, interoperability, digital transformation principles, and the application of technology to strengthen education system management and service delivery.
- Excellent project management and organizational skills, including the ability to manage multiple workstreams, coordinate inputs from diverse stakeholders, and deliver high-quality outputs within tight deadlines.
- Strong facilitation, negotiation, and stakeholder engagement skills, with the ability to build consensus and work effectively across technical and non-technical audiences.
- Excellent drafting, communication, and presentation skills in English, with the ability to communicate complex concepts clearly and effectively to senior decision-makers.

- Understanding of the Assignment: Demonstrate understanding of the objectives, scope of work, and expected results of the consultancy.
- Proposed Methodology and Approach: Outline the proposed approach for delivering the assignment, including methods for education data analysis and evidence generation, technical advisory support, stakeholder consultation, capacity building, and digital platform planning and oversight.
- Work Plan and Timeline: Provide an indicative work plan showing how the deliverables will be completed within the proposed timeframe.
- Relevant Experience: Summarize relevant experience in education sector analysis, strategic planning, digital transformation, education data systems, and advisory support to governments or development partners.
- Risk Management: Identify potential implementation risks and propose mitigation measures.
