Purpose of the Position

To provide accurate, timely and secure data entry, cleaning, validation, filing and reporting support for Bundibugyo Virus Disease readiness and possible response activities in the assigned operational area. The incumbent will support the WHO Information and Data Management Officer and county teams to maintain complete and up-to-date databases, trackers, line lists, dashboards and routine reports for operational decision-making.

Objective of the Programme and the immediate Strategic Objectives.

South Sudan continues to face overlapping public health emergencies, including outbreaks, conflict, displacement, flooding, population movement and disruption of essential health services. The current regional Bundibugyo Virus Disease situation creates a high risk of importation through porous borders, informal crossings and major transport corridors linking South Sudan with Uganda and the Democratic Republic of the Congo.

WHO is strengthening readiness in priority counties, including Yei, Morobo including Kaya, Kajo-Keji, Yambio, Ezo and Nzara. Effective readiness requires reliable, timely and complete data on alerts, investigations, readiness indicators, training, partner activities, supplies, community engagement, health-facility preparedness and other response operations.

The Data Clerk will form part of the WHO field information-management structure and will support the collection, entry, verification, organization and transmission of data from county teams, health facilities, points of entry and operational partners. The position will also support reporting for other concurrent public health emergencies when required.

Summary of Assigned Duties

Under the direct supervision of the WHO Information and Data Management Officer, with operational guidance from the County BVD Readiness, and Response Coordinator and overall supervision of the EPR Team Lead/Incident Manager, the incumbent will:

Receive, register, organize and enter data from approved paper and electronic reporting tools into designated WHO and Ministry of Health databases and trackers.

Enter and update data on alerts, investigations, suspected cases, samples, laboratory results, contacts, readiness indicators, training, supplies, partner activities and other operational information as assigned.

Maintain daily zero-reporting and completeness trackers for priority health facilities, points of entry, counties and reporting units.

Check submitted forms and datasets for completeness, consistency, duplication and obvious errors, and promptly follow up with the responsible reporting officer to resolve discrepancies.

Support routine data cleaning, deduplication, coding and validation under the guidance of the Information and Data Management Officer.

Maintain accurate electronic and hard-copy filing systems, including version control, naming conventions, document registers and secure storage of sensitive records.

Update operational dashboards, maps, tables, charts and summary reports using approved templates and verified data.

Prepare daily and weekly reporting summaries, including reporting completeness, timeliness, outstanding data and key operational figures.

Support compilation of county situation reports, readiness dashboards, action trackers, partner mapping and other information products.

Maintain contact lists, reporting-unit directories, distribution lists and schedules for routine information collection and dissemination.

Support data collection during readiness assessments, field visits, drills, simulations, rapid investigations and response activities.

Assist users of mobile and electronic data-collection tools with basic troubleshooting and promptly escalate technical issues.

Support backup of databases and working files according to WHO procedures, ensuring that current versions are stored in approved locations.

Protect the confidentiality, integrity and security of personal, clinical and operational data and follow WHO data-protection requirements at all times.

Immediately report any suspected data breach, loss of records, unauthorized access or serious data-quality problem to the supervisor.

Participate in daily briefings, information-management meetings, data-review sessions and training activities as required.

Support the preparation, printing, photocopying, scanning and distribution of approved data-collection and reporting tools.

Provide data-entry and records-management support for other ongoing outbreaks and emergencies when assigned.

Perform other incident-specific duties assigned by the supervisor.

Ability to read, write and understand instructions in the working language

Knowledge of driving rules and regulations of the country and skills in minor vehicle repair.

Knowledge of driving rules and regulations, chauffeur protocol and courtesies, local roads and conditions.

Ability to assess vehicles for mechanical fitness and skills in minor vehicle repairs.

Ability to work in a team

Educational Qualifications

Essential: Completion of secondary education, supplemented by training in data entry, records management, information technology, statistics, health information, office administration or another relevant field.

  • Desirable: A diploma or certificate in health information management, information technology, statistics, monitoring and evaluation, public health, business administration or a related field.

Experience

Essential:-

At least three years of relevant experience in data entry, records management, information management, monitoring and evaluation, office administration or a related function.

  • Experience using spreadsheets, databases and standardized data-collection or reporting tools.
  • Experience checking data for completeness, accuracy and consistency and maintaining organized electronic and paper records.

Desirable: -

  • Experience supporting public health surveillance, outbreak response, humanitarian operations or health programmes.
  • Experience with WHO, Ministry of Health, UN agencies, international or national NGOs, or health facilities.
  • Experience working with IDSR, EWARS, DHIS2, KoboToolbox, ODK or similar health information systems.
  • Experience working in South Sudan, border locations or other complex emergency settings.

Languages

Expert Knowledge of English is required.

Other Considerations

(Computer literacy (Microsoft Office, Lotus Notes, and Internet) is essential. Work may require the use of word processing or other software packages and standard office equipment. Formal or self-training in the use of standard office software. Training in Oracle-based
