TERMS OF REFERENCE
The specific objectives of the assignment are:
- To review and analyze existing national education policies, strategies, and digital initiatives in Sudan
- To identify global, regional, and comparable country best practices in digital education
- To conduct inclusive consultations with key stakeholders across all levels
- To develop a strategic framework and detailed implementation roadmap for digital education (2027–2032)
- To ensure alignment with national priorities and international standard
- To build consensus among stakeholders and facilitate ownership of the strategy
Minimum requirements
- Education: Advanced degree (Master’s or higher) in Education, ICT in Education, Education, Public Policy, or related field
- Work Experience: At least five years of professional experience in a similar role with an emphasis on strategy generation, coordination, familiarity with development of project monitoring frameworks and/or monitoring and evaluation tools (Working experience with UNICEF is an added advantage)
- Experience in teaching with education technology/blended learning is considered an asset.
- Proven experience in leading multi-stakeholder consultations
- Experience in developing national or large-scale education strategies
Skills:
- Proven training and capacity-building skills for a range of stakeholders.
- Excellent written and oral communication skills
- Strong analytical and research skills
- Language Requirements: Fluency in English and Arabic is required. Knowledge of another official UN language or a local language is an asset.
