TERMS OF REFERENCE
The consultant will provide high-level strategic and technical expertise to UNICEF Bulgaria and national partners to support the sustainability, institutionalization and future scale-up of the Early Childhood Intervention (ECI) system in Bulgaria.
Education
- Master’s degree or higher in Early Childhood Development, Early Childhood Intervention, Public Management and Policy
Work Experience
- Minimum five years experience of progressively responsible professional experience in early childhood development, early childhood intervention, disability inclusion, education, health, social services or related fields.
- Experience in policy development, systems strengthening, institutional development or service reform processes.
- Experience working with national and local government institutions, municipalities, academia and professional organizations.
Experience in development of strategic, methodological or technical resources.
Knowledge/Expertise/Skills
- Demonstrated experience in development, implementation, evaluation or institutionalization of Early Childhood Intervention services, programmes or moduls.
- Development of national strategies, roadmaps or policy frameworks.
Language Requirements
- Fluency in Bulgarian.
- Excellent written and spoken English.
Desirables
- Previous experience working with UNICEF, UN agencies or other international organizations.
