DUTY STATION: Amman, Jordan
BACKGROUND AND PURPOSE OF THE ASSIGNMENT
WFP Jordan Country Office (JOCO) is planning to relocate its office premises in Amman from its current location to a new facility. The new facility requires upgrade and fit-out works before becoming operational as WFP offices, while the existing premises require the implementation of restoration and handover works prior to being returned to the owner.
To support the successful delivery of these projects, an Engineering position has been established within the Management Services Unit to provide technical expertise in engineering design and review, project and contract management, construction supervision, and general engineering support.
Given the need for continuous on-site oversight, the Site Engineer will act as WFP’s focal point at site level, ensuring that all construction and consultancy activities are implemented in accordance with contractual requirements, international construction standards, local regulations, and WFP quality standards, while providing day-to-day supervision and technical support throughout the project lifecycle.
ACCOUNTABILITIES/RESPONSIBILITIES
- Conduct detailed assessments and prepare technical reports.
- Develop design, including drawings, scope of works, technical specifications, BoQ, etc.
- Support tender processes, as per WFP manuals and standards.
- Oversee and monitor the implementation on site of the project in accordance with WFP specifications, relevant international standards and the project contract.
- Perform day-to-day site supervision of the contractor’s activities, ensuring adherence to design requirements, construction specifications, safety, quality, and environment and social management plans.
- Review and validate the contractor’s detailed designs, shop drawings, method statements, material approvals, and as-built documentation, ensuring technical correctness and compliance with project specifications and structures code standards.
- Monitor the installation of solar pumping units, pipework, and related mechanical/electrical works, verifying their compliance with design capacity, layout, and technical specifications.
- Check and approve test results for materials (e.g., concrete strength, soil compaction, pipeline pressure tests) as per the quality control procedures described in the project documents.
- Maintain detailed site daily records, work progress reports, testing logs, and minutes of site meetings.
- Participate in weekly progress meetings and coordinate with the contractor, community representatives, WFP Engineering, and other stakeholders.
- Attend meetings and prepare and review reports, minutes and correspondence.
- Liaise with stakeholders, both internal and external to the organization.
- Undertake administrative tasks as required and provide project management services for the projects where and when requested.
- Provide guidance and direction to contractors and design consultants.
- Support the commissioning and final handover process, including verification of tests on completion, training of local user groups, and preparation of taking-over documentation.
- Undertake any other duties as assigned by the supervisor.
Health & Safety
- Ensure that the contractors abide by the internationally recognized standards of health and safety for the works, adjacent properties, all site personnel and the general public.
- Notification to JOCO of any serious breaches to health and safety rules on the project.
Reporting of all health & safety incidents and accidents in weekly progress reports.
QUALIFICATIONS & EXPERIENCE REQUIRED
Knowledge & Skills
- Preferable experience of working in the Humanitarian Community.
- Good communication and coordination skills.
- Knowledge and/or experience in engineering design and works supervision.
- Good knowledge of AutoCAD 2D and Office package.
