Organizational Department / Unit to which the Consultant is contributing
Migration and Border Management Programme. IB.0345 “EU Support to Strengthening IBM in Ukraine (EU for Solidarity Lanes and IBM)”.
Tasks to be performed under this contract
- Provide full-fledged support to the uninterruptable operation of the ICT solution for queue management at IABCPs (“eQueue” system), its regular maintenance and development in line with the applicable national legislative framework.
- Analyze business processes in the field of international automobile transportation of passengers and cargo, cross-border movement of persons and cargo, customs and border control and the relevant legal and regulatory framework. Collect analytical data for maintenance, enhancement and expansion of functionality of the eQueue system.
- Develop optimized models and enhanced business processes for organization of queue in the eQueue system.
- Model interfaces and interactive forms, develop user stories.
- Maintain the project backlog.
- Develop the project documentation including technical requirements, terms of reference and technical specifications for enhancement of the eQueue systems mobile app and website.
- Maintain regular communication with government agencies, contractors, project partners, businesses, end users and other key stakeholders involved to ensure clarification of stakeholders’ requirements.
- Submit to IOM internal monthly reports on the work done, including narrative reports and financial estimations where applicable, as well as proposals, forecasts and estimations for the next reporting period.
- Perform other tasks as required.
Performance indicators for the evaluation of results
The delivery of consultancy services to the Government of Ukraine and the IOM project team is to be reported in a Consultant’s Timesheet and approved by the project staff.
Education
- Bachelor of Science degree in a relevant field
Experience
- More than four years of managerial experience in IT, including experience in business process digitalization.
- Experience in business process analysis and modelling, writing technical documentation, developing terms of references, technical requirements and specifications for ICT products (UML, BPMN diagramming; docs creation (SRS, SVS, Roadmap, etc.).
- Sound knowledge of regulatory framework in the field of international automobile transportation of passengers and cargo is an asset.
Skills
- Sound knowledge of software design, development and deployment process.
- Ability to structure elements of information systems and identify technologies and possible software solutions.
- Experience with UML, BPMN diagramming; docs creation (SRS, SVS, Roadmap, etc.)
Experience with Notion, Jira and Confluence
- Experience in using interface modelling products (Axure, Figma). Sound knowledge of regulatory framework in the field of international automobile transportation of passengers and cargo is an asset.
Languages
For this consultancy fluency in Ukrainian is required. Good working knowledge of English is required.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy.
