TERMS OF REFERENCE
The evaluation consultant will assess the design, implementation, results, and sustainability of the SAM4SRHR programme implemented by SAfAIDS in partnership with the Ministry of Health and UNICEF. The primary focus will be on the Social Accountability Monitoring (SAM) model and the MobiSAfAIDS digital platform as mechanisms to strengthen youth-friendly HIV and sexual and reproductive health (SRH) services.
Time period: The evaluation will cover the period 2022–2025, corresponding to the implementation phase of the programme.
Objectives
- Assess the extent to which the SAM4SRHR programme has empowered adolescents and young people, including adolescent girls and young women, to meaningfully participate in social accountability processes and to hold health service providers accountable for the access, quality, and responsiveness of HIV and SRH services.
- Examine the effectiveness of the MobiSAfAIDS platform and associated SAM processes in identifying service delivery gaps, facilitating timely responses by health service providers, and improving dialogue, trust, and accountability between adolescents and young people and the health system.
- Analyse the equity and inclusiveness of the programme, including the extent to which it has reached and benefited adolescents and young people most at risk, and whether gender, age, disability, geographic location, and other vulnerability factors have been adequately considered in programme design and implementation.
- Assess the quality, reliability, and use of data generated through the SAM4SRHR model, including how youth-generated feedback has been used at facility, district, and national levels to inform decision-making, advocacy, and service improvements.
- Examine the institutionalization and sustainability of the SAM4SRHR model, including ownership by the Ministry of Health and health facilities, capacity of healthcare workers and youth champions, integration with existing health and information systems, and the feasibility of long-term financing and scale-up.
- Generate actionable recommendations to strengthen the SAM4SRHR model, improve programme design and implementation, enhance responsiveness and accountability of HIV and SRH services, and inform future scale-up, replication, and integration within national systems.
Education
- Advanced university degree (Master’s or higher) in public health, social sciences, international development, evaluation, or related field.
Work Experience
- ≥10 years evaluation experience; leadership in multi-stakeholder projects;
- 5–7 years’ experience in evaluation design and implementation; skilled in qualitative and quantitative methods;
- Expertise in adolescent health, participation, SRH, gender, equity, and child rights; experience engaging marginalized youth ethically;
- Experience in data management and analysis; familiarity with health/digital monitoring platforms; ability to disaggregate data by age, sex, disability, and vulnerability factors;
- Experience working with UNICEF, ESARO, or similar UN agencies;
- Knowledge of the Eswatini health system, Ministry of Health policies, and youth programmes;
- Demonstrated ability to engage stakeholders, including government, civil society, and adolescent/youth groups;
- Experience producing knowledge products and dissemination materials (policy briefs, infographics, youth-friendly summaries).
