Organizational Context and Scope
Under general guidance of the Chief of Mission (CoM), the overall supervision of the Head of Resources Management and Supply Chain Officer and, the direct supervision of the Senior Supply Chain Assistant - Logistic is responsible for the following:
- Assist the Supply Chain Officer in the planning of procurement activities and analysing of purchasing trends. Identify Supply Chain bottlenecks and propose the way to fill in the gaps.
- Plan and prepare procurement actions and analyze procurement requests, identify service providers, evaluate information regarding vendor’s performance regarding quality, prices delivery of equipment in respect of organizations best interests.
- Solicit bids or quotations, analyzing them for conformity to specified requirements, conduct appraisals and select suppliers, and confirm terms of payment. Prepare purchase orders and ensure receiving authorization by CoM, Supply Chain Officer according to the IOM Procurement Manual. Participate in the negociation ofcertain conditions of contracts in full compliance with IOM rules and regulations.
Monitor that procurement transactions are tracked to facilitate timely delivery and shorter procurement lead times. Monitor that payments for goods and services ordered are made in timely manner and according to IOM Procurement guidelines.
- Ensure that the “Goods Receipt Notes” are acknowledged by the requisitioner upon services/works are rendered and/or the goods are received.
Logistics
- Monitor and track office supplies such as stationary and cleaning materials on a monthly basis.
- Prepare and submit to Finance Unit all payments related to Logistics services such as Utility Bills, Internet Bills, and Landlines Bills at the end of every month.
- Fleet management – ensure that vehicle movement requests, both IOM and rented vehicles are supported and each vehicle has a vehicle logbook allocated.
- Ensure vehicle data is uploaded into the system in a timely and accurate manner to be able to generate monthly utilization and fuel consumption reports.
- Ensure Registration of all IOM assets and/or disposal with accordance with IOM procedures and regulations, and make sure that all the needed forms are signed by the staff upon assigning/releasing assets.
- Conduct and follow-up the fuel consumption for generators and track usage via log sheet. Communicate with the generators’ technician with regards to the generator's maintenance.
- Perform any other duties as assigned by Supply Chain Officer.
Education
- University degree in Procurement, Business Administration, Logistics, or a related field from an accredited academic institution with three years of relevant professional experience, or
- Completed High School degree from an accredited academic institution with five years of relevant professional experience.
Experience
VAT, GoI laws and regulations,
• Fleet management experience and insurance management
• Experience in inventory/stock/supplies management.
• Experience working with an international organization or NGO in the procurement section
Languages
For this position, fluency in English, Kurdish and Arabic is required (oral and written).
IOM's official languages are English, French and Spanish.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include
written and/or oral assessments.
